This is the transcript of the unclassified portion of a hearing before two subcommittees of the U.S. House of Representatives. It includes testimony and prepared statements from the Deputy Director of the Defense Advanced Research Projects Agency and the Deputy Chief of Naval Operations of the U.S. Navy. Advances in submarine quieting threaten the anti-submarine warfare advantage. These quiet submarines pose a serious threat to the sea lanes of communication, and potentially a submarine-launched cruise missile threat.
The submarine was undoubtedly the most potent purely naval weapon of the twentieth century. In two world wars, enemy underwater campaigns were very nearly successful in thwarting Allied hopes of victory - indeed, annihilation of Japanese shipping by US Navy submarines is an indicator of what might have been. That the submarine was usually defeated is a hugely important story in naval history, yet this is the first book to treat the subject as a whole in a readable and accessible manner. It concerns individual heroism and devotion to duty, but also ingenuity, technical advances and originality of tactical thought. What developed was an endless battle between forces above and below the surface, where a successful innovation by one side eventually produces a counter-measure by the other in a lethal struggle for supremacy. Development was not a straight line: wrong ideas and assumptions led to defeat and disaster.
The Department of the Navy strives to maintain, through its Office of Naval Research (ONR), a vigorous science and technology (S&T) program in those areas considered critically important to U.S. naval superiority in the maritime environment, including littoral waters and shore regions. In pursuing its S&T investments in such areas, ONR must ensure that (1) a robust U.S. research capability to work on long-term S&T problems in areas of interest to the Department of the Navy and the Department of Defense is sustained, (2) an adequate supply of new scientists and engineers in these areas is maintained, and (3) S&T products and processes necessary to ensure future superiority in naval warfare are provided. One of the critical areas for the Department of the Navy is undersea weapons. An Assessment of Undersea Weapons Science and Technology assesses the health of the existing Navy program in undersea weapons, evaluates the Navy's research effort to develop the capabilities needed for future undersea weapons, identifies non-Navy-sponsored research and development efforts that might facilitate the development of such advanced weapons capabilities, and makes recommendations to focus the Navy's research program so that it can meet future needs.

In 1944 Allied codebreakers learned the Imperial Japanese Navy had dispatched the cargo submarine I-52 to occupied France with tons of military supplies and payment--in gold--for German assistance. I-52 undertook the mission as part of the Yanagi missions, a military program meant to alleviate Japan's desperate need for military material and technical knowledge. After tracking I-52 from Asia to the Atlantic, the Allies destroyed the vessel in a battle that ended the Yanagi missions and left I-52 an unlikely treasure ship on the seafloor. David W. Jourdan adds to the history of I-52 with a spellbinding account of his efforts to find the sunken submarine. One of the first joint American-Russian research expeditions, the search for the wreck combined a team effort, exhaustive detective work, and a dramatic battle with the sea. China’s anti-ship ballistic missile (ASBM), the DF-21D, has reached the equivalent of Initial Operational Capability. Although it probably has been deployed in small numbers, additional challenges and tests remain. This study examines the ASBM’s capability and history, showing how the DF-21D meets multiple priorities in Chinese defense modernization and in the national security bureaucracy, as well its implications for the United States. The ASBM’s physical threat to U.S. Navy ships will be determined by the development of associated systems and organizations, which currently limit data fusion and coordination in the complex task of identifying a U.S. aircraft carrier in the open ocean. Still, the ASBM poses a direct threat to the foundations of U.S. power project in Asia and will undermine the U.S. position, unless efforts to counter its political-military effects are taken.
