Abstract: Kazakhstan has recorded impressive economic growth rates since its independence, driven mainly by export of commodities and high rate of energy use. These rates are not sustainable and are generating significant air pollution, in particular from industrial stationary sources. This is putting at risk the country's development ambitions to become one of the top global economies by 2050 and converge towards OECD living standards. Building on OECD previous analysis, this publication shows that Kazakhstan's environmental payments (environmentally related taxes, non-compliance penalties and compensation for damage regulation) for industrial air pollutants, as currently applied, impede energy efficiency and pollution abatement with heavy-handed non-compliance responses and focus on rising revenues. They also add to the cost of doing businesses in the country with limited environmental benefit. In the spirit of the Polluter-Pays Principle, much more reforms of regulation of environmental payments are needed. This report provides guidelines for reform drawing from air pollution regulations in OECD member countries and the results of the analysis of the system in Kazakhstan carried out by the OECD in close co-operation with the Government of Kazakhstan

This book proposes an innovative and comprehensive framework for conducting statecraft in the 21st century. Called neo-statecraft, this framework is based on the reconciliation of power, interests and justice. The author proposes four substrates of neo-statecraft: 1) a new structure he calls meta-geopolitics, which includes seven inter-related dimensions of state power and identifies a Geostrategic Tripwire Pivotal Corridor (TPC); 2) a sustainable national security paradigm that stresses the centrality of justice, symbiotic realism and transcultural synergy; 3) a new concept called just power, which states that power must be smart as well as just, and that global justice is above all a national interest of all states; and 4) a new concept called reconciliation statecraft of the eight global interests. Dr. Nayef R.F. Al-Rodhan is Senior Scholar in Geostrategy and Director of the Programme on the Geopolitical Implications of Globalisation and Transnational Security at the Geneva Centre for Security Policy, Geneva, Switzerland.

The Arctic is a vital region that helps preserve the balance of the global climate. The Arctic environment is particularly sensitive to short-lived climate pollutants, including black carbon, due to their strong warming effect. With ambitious policy action to reduce air pollutants, Arctic Council countries would obtain a positive effect on health and the environment throughout their territory, while also helping to slow down climate change by reducing emissions of black carbon. This report calls for ambitious policy action to reduce air pollution in Arctic Council countries, highlighting the environmental, health, and economic benefits from policy action.

Outdoor air pollution kills more than 3 million people across the world every year, and causes health problems from asthma to heart disease for many more. This is costing societies very large amounts in terms of the value of lives lost and ill health. Based on extensive new epidemiological evidence since the 2010 Global Burden of Disease study, and OECD estimates of the Value of Statistical Life, this report provides evidence on the health impacts from air pollution and the related economic costs.
