Excerpt from An Act of the Legislature of Alabama Creating a Commission Form of Government Under Which the City of Montgomery Is Now Organized: In Effect April 10, 1911 Sec. 3. The provisions of this act shall apply to and become operative in all cities not now hav ing but which shall hereafter have a population of as many as twenty-five thousand people, ao cording to any federal census that may be taken hereafter, and elections may be called and such cities may become organized under this act in the same manner as cities having the required population at the time of the passage of this act. Sec. 4. The president and the commissioners provided for in this act shall be known collect ively as The Board of Commissioners of the city of (name of city to be inserted) and it shall have the power and duties hereinafter provided. The first commissioners appointed under the provisions of this act shall qualify for office in the manner prescribed by this act, and shall take office on the second Monday in April, 1911. As soon as they have qualified for office in any such city, then such city shall at that time and thereby be and become organized under the commission form of government provided by this act, and said commissioners provided for by this act shall forthwith take Office and enter upon their duties.
