Enhancing girlsâ access to high-quality education is a global priority that is articulated in the Sustainable Development Goals (SDGs). It is also a national priority in Malawi. The Australian Council for Educational Research (ACER) was contracted by UNICEF, to conduct an education sector review of girlsâ primary and secondary education in Malawi. The review aimed to: outline the current context and challenges relating to girlsâ education in Malawi; identify the key factors contributing to gender inequalities in educational access and outcomes; provide an overview of the policies and strategies currently in place to enhance girlsâ education; provide recommendations to help feed into future policy and program decisions. A wide range of factors contribute to issues of access, quality and equity in girlsâ education in Malawi. Addressing the sociocultural factors, school infrastructure and facility factors, and economic factors that impact on girlsâ education has been a priority of the Malawi Government, along with many donors and non-governmental organisations (NGOs). Stakeholders from government, donor organisations, NGOs, United Nations (UN) organisations and community members were consulted as part of this research and were asked for their perspectives on the successes, challenges and future priorities for girlsâ education. Four overarching themes were identified from these consultations. The first theme was the need for a holistic approach to girlsâ education. The second theme was the need for processes and structures to facilitate a coordinated and collaborative approach to girlsâ education in Malawi. The third theme was funding. The fourth theme was evidence-based decision making. Seven priorities to further enhance girlsâ education in Malawi were identified as part of this research. [Abstract].

'The Education System in Malawi', an Education Country Status Report (CSR), is a detailed analysis of the current status of the education sector in Malawi, the results of which have been validated by the government of Malawi. Its main purpose is to enable decision makers to orient national policy on the basis of a factual diagnosis of the overall education sector and to provide relevant analytical information for the dialogue between the government and development partners. The analysis incorporates data and information from multiple sources, such as school administrative surveys by the Ministry of Education, household surveys, and a tracer survey created especially for this study. This CSR, developed by a multi-ministerial national team supported by UNESCO P le de Dakar, the World Bank, and GTZ specialists, updates the previous one drawn up in 2003 and consists of eight chapters, including a chapter on higher education. The analysis provides key monitoring and evaluation inputs for the overall education sector, particularly under the framework of the implementation of the National Education Sector Plan.

International evidence indicates that keeping girls in school positively impacts their life trajectory and benefits the well-being of the next generation. Malawi has made progress in increasing overall enrollment rates, but additional effort is still needed to ensure that adolescent girls stay in school and complete a quality education. Starting in the upper grades of primary school, adolescent girls are more likely to drop out of school than their male counterparts with pregnancy, early marriage, and school fees frequently cited as the main reasons. One of the key challenges in Malawi will be to both focus on girls before they reach puberty and ensure that they get the support they need to complete primary school and successfully transition to secondary school. Meanwhile, adolescent boys will also need support and guidance to invest in their own education and to value the education of their female peers as a way to build stronger families and communities and break the inter-generational cycle of poverty. The Government of Malawi will need to assess the effectiveness and sustainability of its policy and programs, including those by partners, to scale and consolidate accordingly in order to avoid a scattered approach.

This thematic study consists of case studies of Ghana, Malawi, and Uganda, as well as, a review of studies undertaken over the past ten years on education in Africa with particular attention to girls' and secondary education. Gender equity at the primary level has been the focus of considerable attention within the Education for All Framework of Action, but much less so at the secondary level. Evidence of gender inequity and inequality in terms of access, retention and performance in secondary education in SSA raises many questions. While transition rates from primary to secondary are higher for girls than boys, and the repetition rates are lower, girls still significantly trail behind boys in graduation and enrollment rates. The purpose of this study is to document and analyze the extent and nature of gender disadvantage in junior and senior secondary education, to analyze the causes of this disadvantage, and to identify strategies that may be effective in reducing or eliminating it. This study was prepared as part of the Secondary Education and Training in Africa (SEIA) initiative which aims to assist countries to develop sustainable strategies for expansion and quality improvements in secondary education and training.
