The rights of the greater power, and the duties of the less, are the same thing under different terms; what with respect to the one is a right, to the other is a duty. One branch of them arises from support afforded and received against foreign, a second against domestic enemies; and a third respects only the superior power, and the subjects of the prince established: that at least they suffer nothing from the act of the former, not being parties to it. I consider, first, the rights of the superior power as defending the prince so established against foreign enemies; being unable, without some protection, to keep his domestic enemies in awe. When his country is so assailed, the onus of the defence must rest almost entirely on the protecting power.
