Textual criticism—the traditional term for the task of evaluating the authority of the words and punctuation of a text—is often considered an undertaking preliminary to literary criticism: many people believe that the job of textual critics is to provide reliable texts for literary critics to analyze. G. Thomas Tanselle argues, on the contrary, that the two activities cannot be separated. The textual critic, in choosing among textual variants and correcting what appear to be textual errors, inevitably exercises critical judgment and reflects a particular point of view toward the nature of literature. And the literary critic, in interpreting the meaning of a work or passage, needs to be (though rarely is) critical of the makeup of every text of it, including those produced by scholarly editors.

Notwithstanding their massive importance for EU energy consumption, some energy carriers such as biomass and hydro are seen to be ‘deadlocked’ (Del Río Gonzaléz 2008, p.2917), while the promotion of wind power among EU member states is well researched. Hence, the case here shall be made for solar energy, with special reference to the promotion of photovoltaic (PV) power systems due to their suspected potential for further energy transitions in Europe. Being the ‘fastest growing power-generation technology in the world’ (REN21 2010, p.19), corresponding policy outcomes on the Iberian Peninsula will be illustrated and assessed. Rational policy-making aims at effective problem-solving strategies based on cost-benefit-calculations. Decisive is not which particular policy may in total terms maximize the outcome, but which one is optimal in relation to costs that accrue from this policy. The underlying question of rational choice theory thus is, why political decision-makers should prioritise a certain ‘path’ of policy-making over others. A rationale has thus always been assessed with regard to the effectiveness and efficiency towards a desired or intended political outcome. The Spanish and Portuguese National Renewable Energy Action Plans portray an adequate guideline for further analysis.

Taking as its central argument the question of whether an intelligence system is both desirable and feasible within the UN structure, this study explores the complex and sometimes, irreconcilable issues of strategic intelligence in a sharing context. This study further identifies and develops both conceptual and empirical framework for a viable intelligence capability in multi-agency institutions; exploring and suggesting, for the first time, necessary and acceptable conditions for collective intelligence in an environment characterised by conflicting objectives among international actors. It takes as its main premise the view that the United Nations and the world of intelligence are two separate and contradicting entities that conflict in both principles and operating doctrines. From this point of view, the author explores the many theoretical imperatives which set the two institutions apart and stand in the way of understanding the concepts. He also goes further to examine the contexts in which the contradictions could be harmonised. This book is one of a handful of studies; it is highly original in that it focuses on the relationship between intelligence and the United Nations. While previous efforts to examine the subject have approached it from a strictly practical point of view, this work is clearly focused on the linkages between theory and practice. The methodology is thoughtful and broad in scope, and the work is theoretically well informed and sophisticated in its analysis of the subject matter. The discussion of aspects of the theory of international relations--specifically those relevant to the role of international governance and the examination of the working of the UN--and several case studies of the UN in action are further characteristics of the rigor and clarity in which the author approaches the study in an intelligent and illuminating manner. While the book's many contributions can be found at various levels of originality, its thorough assessment of the linkage between theory and policy stands out, perhaps, as the most important and primary contribution to the areas of collective intelligence and international relations. In essence, a lack of scholarly efforts to ground the notion of collective intelligence within a rigorous intellectual framework is a significant vacuum in the study of intelligence which the present study has filled.
