In today's increasingly polarized political landscape it seems that fewer and fewer citizens hold out hope of persuading one another. Even among those who have not given up on persuasion, few will admit to practicing the art of persuasion known as rhetoric. To describe political speech as "rhetoric" today is to accuse it of being superficial or manipulative. In Saving Persuasion, Bryan Garsten uncovers the early modern origins of this suspicious attitude toward rhetoric and seeks to loosen its grip on contemporary political theory. Revealing how deeply concerns about rhetorical speech shaped both ancient and modern political thought, he argues that the artful practice of persuasion ought to be viewed as a crucial part of democratic politics. He provocatively suggests that the aspects of rhetoric that seem most dangerous--the appeals to emotion, religious values, and the concrete commitments and identities of particular communities--are also those which can draw out citizens' capacity for good judgment. Against theorists who advocate a rationalized ideal of deliberation aimed at consensus, Garsten argues that a controversial politics of partiality and passion can produce a more engaged and more deliberative kind of democratic discourse.

At an international level, Anglicanism has almost no mandating or juridical power. Stresses and threats of division over issues such as human sexuality have resulted in moves to enhance the Communion's central structures and instruments. The injunction of Jesus, "it is not so among you," challenged his followers to use power and live in community in a way that contrasted with what occurred "among the Gentiles" (Mark 10:41-45). This is why the sometimes tedious debates about authority and structure in the Anglican Communion could actually matter--because they might have something to say about being human in community, about sharing power and coexisting, about living interdependently on a tiny and increasingly stressed planet. The Anglican experiment in dispersed authority, for all its grief, could be a powerful gift.

The early modern ‘public sphere’ emerges out of a popular ‘culture of persuasion’ fostered by the Protestant Reformation. By 1600, religious identity could no longer be assumed as ‘given’ within the hierarchical institutions and elaborate apparatus of late-medieval ‘sacramental culture’. Reformers insisted on a sharp demarcation between the inner, subjective space of the individual and the external, public space of institutional life. Gradual displacement of sacramental culture was achieved by means of argument, textual interpretation, exhortation, reasoned opinion, and moral advice exercised through both pulpit and press. This alternative culture of persuasion presupposes a radically distinct notion of mediation. The common focus of the essays collected here is the dynamic interaction of religion and politics which provided a crucible for the emerging modern ‘public sphere’.
