Under our dual system of government, in so far as education has been a state function at all, it has been relegated to the local community or state government. There was nothing, there fore, for a Secretary of Education to do. At the very beginning of the Constitutional Period, the United States became possessed of a patrimony of public lands. This possession was destined to play a most important part in our national development, and in nothing a greater part thanin our Education. The declaration of the Ordinance of 1787 that schools and the means of Education shall forever be encouraged, has had more than the force of law - it has been truly constitutional. By universal consent, the Public Land was, in some way, to further the nation's greatest aspiration, namely, the education of the people.
