The decision on page 140 is of great importance as fixing the relation between trustees and teachers. On the other hand, the authority of the teacher over the child has been noticeably narrowed. Such decisions as those on page 152 would probably be now impossible anywhere, and there is more and more recognition of the principle that the school is for the child, not the child for the school. Finally the general adoption of compulsory laws puts suspension and expulsion for misconduct upon a new footing, as shown on pages 207 - 210. DOWNLOAD EBOOKExcerpt from Draft of a Revised Common School Law, and of a Law Relative to the Preparation of Common School Teachers: With Explanatory Remarks, and a Set of District Regulations Sir - In his last annual report to the Legislature, as superinten dent of Common Schools, the undersigned took the liberty of pro posing to prepare and submit at the present session, the draft of a revised common school law, containing all the provisions of the exis ting acts of Assembly deserving re-enactment, with such alterations, amendments and additions, as his experience should dictate. The members of that session having seemed to favor this offer by refrain ing from a general revision of the law, and only making the few amendments then proposed by the superintendent, he has since felt encouraged, and in a manner authorised to fulfil the intention. H 6 now presents, in the shape then proposed, the work of most of his leisure moments during the last two months, and the offspring of all his experience and warmest wishes for the good of the system. Attached to the bill will be found explanatory remarks on it, sec tion by section, designating the parallel parts of the existing laws, and giving the reasons for such changes or additions as are intro Juced. The bill contains about double the number of sections to be found in all the existing school laws. This, on re ection, will not probably be thought objectionable. It will be recollected that when directors and other school o icers meet in performance of their duties, they are not generally in possession of the pamphlet laws nor ofa Digest. It is therefore desirable so to frame the school law, as to embrace with in itself clear and precise directions for carrying all its own details into effect. This.
