A Critical Humanitarian Intervention Approach explores ways of reconceptualising security in terms of Ken Booth's Theory of World Security. This approach, focusing on human development more broadly can improve upon the theoretical and practical limitations of solidarist theories on the subject of humanitarian intervention.
Military intervention in a conflict without a reasonable prospect of success is unjustifiable, especially when it is done in the name of humanity. Couched in the debate on the responsibility to protect civilians from violence and drawing on traditional 'just war' principles, the centralpremise of this book is that humanitarian military intervention can be justified as a policy option only if decision makers can be reasonably sure that intervention will do more good than harm. This book asks, 'Have past humanitarian military interventions been successful?' It defines success as saving lives and sets out a methodology for estimating the number of lives saved by a particular military intervention. Analysis of 17 military operations in six conflict areas that were thedefining cases of the 1990s-northern Iraq after the Gulf War, Somalia, Bosnia and Herzegovina, Rwanda, Kosovo and East Timor-shows that the majority were successful by this measure. In every conflict studied, however, some military interventions succeeded while others failed, raising the question, 'Why have some past interventions been more successful than others?' This book argues that the central factors determining whether a humanitarian intervention succeeds are theobjectives of the intervention and the military strategy employed by the intervening states. Four types of humanitarian military intervention are offered: helping to deliver emergency aid, protecting aid operations, saving the victims of violence and defeating the perpetrators of violence. Thefocus on strategy within these four types allows an exploration of the political and military dimensions of humanitarian intervention and highlights the advantages and disadvantages of each of the four types.Humanitarian military intervention is controversial. Scepticism is always in order about the need to use military force because the consequences can be so dire. Yet it has become equally controversial not to intervene when a government subjects its citizens to massive violation of their basic humanrights. This book recognizes the limits of humanitarian intervention but does not shy away from suggesting how military force can save lives in extreme circumstances.
Humanitarian aid workers increasingly remain present in contexts of violence and are injured, kidnapped, and killed as a result. Since 9/11 and in response to these dangers, aid organizations have fortified themselves to shield their staff and programs from outside threats. In Aid in Danger, Larissa Fast critically examines the causes of violence against aid workers and the consequences of the approaches aid agencies use to protect themselves from attack. Based on more than a decade of research, Aid in Danger explores the assumptions underpinning existing explanations of and responses to violence against aid workers. According to Fast, most explanations of attacks locate the causes externally and maintain an image of aid workers as an exceptional category of civilians. The resulting approaches to security rely on separation and fortification and alienate aid workers from those in need, representing both a symptom and a cause of crisis in the humanitarian system. Missing from most analyses are the internal vulnerabilities, exemplified in the everyday decisions and ordinary human frailties and organizational mistakes that sometimes contribute to the conditions leading to violence. This oversight contributes to the normalization of danger in aid work and undermines the humanitarian ethos. As an alternative, Fast proposes a relational framework that captures both external threats and internal vulnerabilities. By uncovering overlooked causes of violence, Aid in Danger offers a unique perspective on the challenges of providing aid in perilous settings and on the prospects of reforming the system in service of core humanitarian values.
Examines the complex ethics and politics of humanitarian interventionSince the Cold War, humanitarian interventions have transitioned through a range of stages. These 12 essays focus on the challenges associated with interventions, conflict and attendant human rights violations, unmitigatedand systematic violence, state re-building, and issues associated with human mobility and dislocation. Each chapter is linked to the rest through three defining themes that permeate the book: the evolution of humanitarian interventions in a global era; the limits of sovereignty and the ethics ofinterventions; and the politics of post-intervention: (re)-building and humanitarian engagement.
Ten new essays critique the practice armed humanitarian intervention, and the 'Responsibility to Protect' doctrine that advocates its use under certain circumstances. The contributors investigate the causes and consequences, as well as the uses and abuses, of armed humanitarian intervention. One enduring concern is that such interventions are liable to be employed as a foreign policy instrument by powerful states pursuing geo-political interests. Some of the chapters interrogate how the presence of ulterior motives impact on the moral credentials of armed humanitarian intervention. Others shine a light on the potential adverse effects of such interventions, even where they are motivated primarily by humanitarian concern. The volume also tracks the evolution of the R2P norm, and draws attention to how it has evolved, for better or for worse, since UN member states unanimously accepted it over a decade ago. In some respects the norm has been distorted to yield prescriptions, and to impose constraints, fundamentally at odds with the spirit of the R2P idea. This gives us all the more reason to be cautious of unwarranted optimism about humanitarian intervention and the Responsibility to Protect.

The extent to which humanitarian intervention has become a legitimate practice in post-cold war international society is the subject of this book. It maps the changing legitimacy of humanitarian intervention by comparing the international response to cases of humanitarian intervention in the cold war and post-cold war periods. Crucially, the book examines how far international society has recognised humanitarian intervention as a legitimate exception to the rules of sovereignty and non-intervention and non-use of force. While there are studies of each case of intervention-in East Pakistan, Cambodia, Uganda, Iraq, Somalia, Rwanda, Bosnia and Kosovo-there is no single work that examines them comprehensively in a comparative framework. Each chapter tells a story of intervention that weaves together a study of motives, justifications and outcomes. The legitimacy of humanitarian intervention is contested by the 'pluralist' and 'solidarist' wings of the English school, and the book charts the stamp of these conceptions on state practice. Solidarism lacks a full-blown theory of humanitarian intervention and the book supplies one. This theory is employed to assess the humanitarian qualifications of the cases of intervention analysed in the book, and this normative assessment is then compared to the moral practices of states. A key focus is to examine how far humanitarian intervention as a legitimate practice is present in the diplomatic dialogue of states. In exploring how far there has been a change of norm in the society of states in the 1990s, the book defends the broad based constructivist claim that state actions will be constrained if they cannot be legitimated, and that new norms enable new practices but do not determine these. The book concludes by considering how far contemporary practices of humanitarian intervention support a new solidarism, and how far this resolves the traditional conflict between order and justice in international society.
This book examines the way in which peace is conceptualized in IR theory, a topic which has until now been largely overlooked. The volume explores the way peace has been implicitly conceptualized within the different strands of IR theory, and in the policy world as exemplified through practices in the peacebuilding efforts since the end of the Cold War. Issues addressed include the problem of how peace efforts become sustainable rather than merely inscribed in international and state-level diplomatic and military frameworks. The book also explores themes relating to culture, development, agency and structure. It explores in particular the current mantras associated with the 'liberal peace', which appears to have become a foundational assumption of much of mainstream IR and the policy world. Analyzing war has often led to the dominance of violence as a basic assumption in, and response to, the problems of international relations. This book aims to redress the balance by arguing that IR now in fact offers a rich basis for the study of peace.
The Responsibility to Protect (R2P) is intended to provide an effective framework for responding to crimes of genocide, ethnic cleansing, war crimes, and crimes against humanity. It is a response to the many conscious-shocking cases where atrocities - on the worst scale - have occurred even during the post 1945 period when the United Nations was built to save us all from the scourge of genocide. The R2P concept accords to sovereign states and international institutions a responsibility to assist peoples who are at risk - or experiencing - the worst atrocities. R2P maintains that collective action should be taken by members of the United Nations to prevent or halt such gross violations of basic human rights. This Handbook, containing contributions from leading theorists, and practitioners (including former foreign ministers and special advisors), examines the progress that has been made in the last 10 years; it also looks forward to likely developments in the next decade.
