International Conference on Advances in Pattern Recognition (ICAPR 98) at Plymouth represents an important meeting for advanced research in pattern recognition. There is considerable interest in the areas of image processing, medical imaging, speech recognition, document analysis and character recognition, fuzzy data analysis and neural networks. ICAPR 98 is aimed at providing an international platform for invited research in this multi-disciplinary area. It is expected that the conference will grow in future years to include more research contributions that detail state-of the-art research in pattern recognition. ICAPR 98 attracted contributions from different countries of the highest quality. I should like to thank the programme and organising committee for doing an excellent job in organising this conference. The peer reviewed nature of the conference ensured high quality publications in these proceedings. It is almost impossible to imagine life today without the electronics, communications and networks we have all come to take for granted. The 6G network is currently under development and some chips able to operate at the Terahertz (THz) scale have already been introduced, so the next decade will probably see the consolidation of 6G-based technology, as well as many compliant devices. This book presents the proceedings of the 11th International Conference on Electronics, Communications and Networks (CECNet 2021), initially planned to be held from 18-21 November 2021 in Beijing, China, but ultimately held as an online event due to ongoing COVID-19 restrictions. The CECNet series is now an established annual event attracting participants in the interrelated fields of electronics, computers, communications and wireless communications engineering and technology from around the world. Careful review by program committee members, who took into consideration the breadth and depth of those research topics that fall within the scope of CECNet, resulted in the selection of the 88 papers presented here from the 325 submissions received. This represents an acceptance rate of around 27%. The Third International Conference on E-commerce and Web Technology (EC-Web 2002) was held in conjunction with the DEXA 02 in Aix-en-Provence, France. This conference, first held in Greenwich, United Kingdom in 2000, is now in its third year and is very well established. As in the two previous years, it served as a forum bringing together researchers from academia and commercial developers from industry to discuss the current state of the art in E-commerce and web technology. Inspirations and new ideas emerged from intensive discussions during formal sessions and social events. Keynote addresses, research presentations, and discussions during the conference helped to further develop the exchange of ideas among the researchers, developers, and practitioners who attended. The conference attracted more than 100 submissions and each paper was reviewed by at least three program committee members. The program committee selected 40 papers for presentation and publication, a task which was not easy due to the high quality of the submitted papers. We would like to express our thanks to our colleagues who helped to put together the technical program: the program committee members and external reviewers for their timely and rigorous reviews of the papers, and the organizing committee for their help in the administrative work and support.
