This text provides a comparative analysis of school-to-work transitions in EU member states. It shows how differences in both European education and training systems, as well as labour market institutions, generated significant variation in the experiences of young people in the 1990s.
Mobility is considered to be important for the personal development and employability of young people, as well as for intercultural dialogue, participation and active citizenship. Learning mobility in the youth field focuses on non-formal learning as a relevant part of youth work, with links to informal learning as well as to formal education. Different stakeholders at European level, particularly the Council of Europe and the European Commission, but also individual member states, foster programmes and strategies to enhance the mobility of young people, and particularly the learning dimension in mobility schemes. This book on learning mobility is a joint Council of Europe and European Commission publication, and provides texts of an academic, scientific, political and practical nature for all stakeholders in the youth field - youth leaders and youth workers, policy makers, researchers and so on. It should contribute to dialogue and co-operation between relevant players and to discussion on the further development and purpose of youth mobility schemes and their outcomes for young people.
Youth work, coupled with effective government policies, is invaluable in ensuring that young people are given the opportunity to acquire the knowledge, skills and attitudes they need for civic engagement and social action. Youth work is experiencing a policy momentum at European level. Since the adoption of a resolution on the subject by the Committee of Ministers of the Council of Europe in 2017, youth work is back on the core agenda of the Council of Europe and the European Union youth strategies. This book looks at how youth work practitioners learn their trade, what formal and non-formal education offers exist and how education iscontextualised in the broader picture of youth work recognition. Starting with the premise that formal education entails a series of steps from which youth work practitioners would benefit, this books explores that picture through a mapping study and delves further into its findings through thematic contributions. The results of the research and debates with policy makers, researchers, practitioners, educators and other stakeholders identifies a field of growing opportunities across Europe. The situation of youth workers in different countries varies from advanced practice architectures for youth worker education to those in need of development. Youth worker education, however, is not only about the education and training offers, it is also about financial and organisational resources, legislation, support systems, competence frameworks, quality standards, ethical frameworks and guidance. This book aims to support youth work so that it becomes more visible and evolves into a recognised field of practice among other occupations and professions engaging with young people.
Intercultural learning has long held a central role in European youth work and policy, especially in international youth exchanges. The expectations placed on intercultural learning as a process, as an educational and social objective and, lastly, as a political attitude in relation to diversity remain fully relevant in Europe today.Several factors are necessary for the development of quality youth work, including the capacity to put knowledge and research to good use and, similarly, to present youth work in ways that actors in other social and policy fields can understand. The work of the partnership between the European Commission and the Council of Europe in the field of youth in the areas of youth-worker training and of intercul¬tural dialogue - in particular the Euro-Mediterranean co-operation activities - has provided many examples of successful experiences in intercultural learning in youth work and of difficulties in communicating about such work.This essay by Susana Lafraya is a contribution to enlarging the circle of communication on intercultural learning experience through youth work. The connections that she makes between non-formal learning, youth work and intercultural theory sum up much of what has been said in the youth work field in the past years. It is translated and published here with the intention of adding one more stone to the edifice of intercultural learning and non-formal education.
Intercultural learning is an important topic for the priorities of both the European Commission and the Council of Europe, and of their partnership in the field of youth. Intercultural learning is an educational approach that can lead to social transformation, so that people from different cultural backgrounds can develop positive relations based on the values and principles of human rights and on seeing cultural differences as positive things. It is a form of political and social education that needs to pay attention not only to intercultural relations, but also to different understandings of culture and diversity, power relations, distribution of resources, political and social context, human rights, discrimination, history and daily interactions among different groups. This T-Kit was developed for the context of youth work and non-formal education with young people, both of which support the personal development, social integration and active citizenship of young people. Educators and youth workers have an important role in addressing intercultural learning in their work with young people. They can stimulate young people’s learning in their daily lives, so that they can question and extend their perception, develop competences to interact positively with people from different cultural backgrounds and embrace the values of diversity, equality and dignity. In today’s Europe, these values and skills are fundamental for young people and for society as a whole in order to continue building peace and mutual understanding.
Youth Work in the Commonwealth: A Growth Profession establishes a baseline to inform the planning and implementation of initiatives to professionalise youth work in Commonwealth member countries. The study was conducted in 35 countries in the Africa, Asia, the Caribbean/Americas, Europe and Pacific regions. It catalogues the extent to which the youth work profession is formally recognised in these countries and examines the qualities and rights-based ethos of the various forms of youth work promoted and practised in the Commonwealth. The report aims to help countries learn from good practices, and assess gaps in establishing youth work as a recognised profession in diverse contexts.
The recent recession has led to an ongoing crisis in the youth labour market in Europe. This timely book deals with a number of areas related to the context, choices and experiences of young people, the consequences of which resonate throughout their lives. The focus of the contributions to this volume is on issues which, whilst undoubtedly important, have thus far received less attention than they arguably deserve. The first part of the book is concerned with issues related to education and training, covering matters such as the role of monopsony in training, the consequences of over-education, and the quality of educational institutions from primary to tertiary. The second part is primarily concerned with the long-term consequences of short-term choices and experiences including contributions on health-related choices, health consequences later in life, factors affecting the home-leaving decision, as well as an analysis of the increasing intergenerational transmission of inequality; a trend which accelerated during the recession. The last part of the book deals with issues related to youth unemployment and NEET – the direct consequence of the recession. This book contains a number of innovative analyses reporting significant findings that contrast with standard models. Some of the more interesting results directly contradict conventional wisdom on a number of topics from the importance of monopsony in training markets to the importance of transitory income changes on consumption of addictive goods. If we consider the 50 states having ratified the European Cultural Convention of the Council of Europe or the member states of the European Union, the multiple and divergent nature of the realities, theories, concepts and strategies underlying the expression “youth work” becomes evident. Across Europe, youth work takes place in circumstances presenting enormous differences with regard to opportunities, support, structures, recognition and realities, and how it performs reflects the social, cultural, political and economic context, and the value systems in which it is undertaken. By analysing theories and concepts of youth work and by providing insight from various perspectives and geographical and professional backgrounds, the authors hope to further contribute to finding common ground for – and thus assure the quality of – youth work in general. Presenting its purified and essential concept is not the objective here. The focus rather is on describing how to “provide opportunities for all young people to shape their own futures”, as Peter Lauritzen described the fundamental mission of youth work. The best way to do this remains an open question. This Youth Knowledge book tries to find some answers and strives to communicate the strengths, capacities and impact of youth work to those within the youth sector and those beyond, to those familiar with its concepts and those new to this field, all the while sharing practices and insights and encouraging further reflection.
At what level should young people engage in society? What impact can local youth organisations have, when faced with massive European or even global issues? The concept of European Citizenship is deeply connected with the ideals of democracy, participation and human rights in Europe and beyond. On the one hand, many young people express those ideals in multiple ways, as active citizens, outside and inside formal democratic structures. On the other hand, it is still a challenge to stimulate many young people to engage more in society and feel concerned by wider European or global processes.
