The World Event/Interaction Survey (WEIS) Project is a research program examining international system characteristics and processes. Specifically, the data collected in the WEIS Project are public events reported daily in the press. The data reflect the flow of action and response between countries. One basic theoretical assumption underlying the project is that in the international political system, nations act consistently enough so that their past behavior is a source for the prediction of their present and future actions. Thus a country's external 'performance characteristics' in dealing with a wide variety of situations and with other countries are conceived to be made up of combinations of 'primary actions' that are categorized explicitly. These combinations of 'primary actions' are expected to fit together with those other countries in patterns of interaction. The purpose of the research is to discover if these theoretically expected characteristics and patterns make regular appearances in international relations. (Author) and patterns make regular appearances in international relations. (Author).

The report summarizes the work carried on by the WEIS project since 1968. The specific topics discussed are (1) receiving and storing international relations information on computers in serialized data sets; (2) data retrieval and tabulation; and (3) event-data analysis, including monitoring and projecting event flows. In addition, the report presents the Project's views regarding foreign policy decision-making and executing adaptive foreign policies.

Previous reports have outlined the theoretical basis of the program and the research procedures for event/interaction analysis. The report discusses the status of the data collection. The main data collection consists of 18,007 interaction items coded according to the WEIS (World Event/Interaction Survey) categorization system and taken from the daily New York Times for the three year period 1966, 1967, and 1968. The items are summarized in descriptive form and coded for computer analyses, as outlined in Technical Report no. 1. The descriptive accounts of the interaction items for 1967 are presented as a display of the data included in the collection. The distribution of the items by month for the three year period are presented and indicate an average of 500 items per month.

Statements of resolve - in which leaders indicate that their country is committed to a position and will not back down - are a fixture of international conflict. However, scholars have not agreed on how much these statements affect conflict outcomes or which conditions give them coercive credibility. Statements of Resolve argues that an important and underappreciated factor influencing the impact of resolved statements is the ability to follow through. Roseanne W. McManus explains how adversaries analyze a leader's ability to follow through on statements and shows that perceptions of the ability to follow through are influenced not only by military capabilities but also by less obvious domestic political conditions. Through rigorous statistical tests based on quantitative coding of US presidential statements and case studies of three Cold War conflicts, this book shows that resolved statements can effectively coerce adversaries, but only when a sufficient physical and political ability is present.

Intelligence and security informatics (ISI) can be broadly defined as the study of the development and use of advanced information technologies and systems for national and international security-related applications, through an integrated technological, organizational, and policy-based approach. In the past few years, ISI research has experienced tremendous growth and attracted substantial interest from academic researchers in related fields as well as practitioners from both government agencies and industry. The first two meetings (ISI 2003 and ISI 2004) in the ISI symposium and conference series were held in Tucson, Arizona, in 2003 and 2004, respectively. They provided a stimulating intellectual forum for discussion among previously disparate communities: academic researchers in information technologies, computer science, public policy, and social studies; local, state, and federal law enforcement and intelligence experts; and information technology industry consultants and practitioners. Building on the momentum of these ISI meetings and with sponsorship by the IEEE, we held the IEEE International Conference on Intelligence and Security Informatics (ISI 2005) in May 2005 in Atlanta, Georgia. In addition to the established and emerging ISI research topics covered at past ISI meetings, ISI 2005 included a new track on Terrorism Informatics, which is a new stream of terrorism research leveraging the latest advances in social science methodologies, and information technologies and tools. ISI 2005 was jointly hosted by Rutgers, the State University of New Jersey; the University of Arizona (UA); and the Georgia Institute of Technology (GATECH).

An in-depth account of why countries' treacherous foreign policies often have harmless origins, how this predicament shapes international politics, and what to do about it. The increasing unpredictability of state behavior in recent world politics is a surprising development. The uncertainty that results intensifies conflict and stymies trust. In Volatile States in International Politics, Eleonora Mattiacci offers the first account of this issue that investigates which states have been volatile and why. Leveraging statistical techniques and archival data in a probing analysis of rivals and allies since the end of World War II, she rejects attempts at dismissing volatility as reflecting mercurial leaders or intractable issues. Instead, Mattiacci explains that a state acts in a volatile manner when its clashing domestic interests leverage power to achieve their goals on the international arena. In demonstrating states' potential for volatile behaviors, she asks us to reconsider how much we really know about change and instability in international politics. When properly understood, she shows, volatile behavior can become less confusing for observers and potentially less dangerous. This book offers novel, evidence-based tools to cope with volatility in the global arena.
