This title was first published in 2001: Welfare law is a legal field integral to most jurisprudential formulations, whether artificially designated as doctrinal, theoretical or practical. At its core, legal discourse regarding welfare challenges the formulations traditionally viewed as ’pre-legal’, the ’background rules’ of property, tort and contract law. In addition, it affects a large percentage of the world’s population, highlights the social construction of identities and perhaps more than any other area of law, graphically epitomizes the intersection of class, race and gender distinctions. However, within both the legal academy and practice, welfare law has been marginalized and viewed as a field that does not connect to any but a small sector of lawyers and legal clients. Isolated as an arcane domain of either statutory and regulatory legal minutiae or jurisprudential insignificance, welfare law has never realized its potential as a major hub for legal theoretical discourse. The articles in this volume seek to expose the roots of the essentialized view of welfare law as nonessential and re-establish its value and importance.

This is a study of how, and why, the British economy has changed since 1951. It covers the Golden Age of 1945-1973 when unemployment was below one million; when governments built millions of council houses and flats; when electricity, telephones, and gas were supplied by nationalised monopolies; when income and wealth inequality were narrowing; and when the UK was not a member of the European Economic Community. Moving through the inflation, rising unemployment, and rapid contraction of the manufacturing industry from the mid- 1970s, Changing Times examines the transfer of assets which was effected in the privatisation of public housing and nationalised industries from the early 1980s. The role of the State changed as public investment fell. The financing of old-age care, of state pensions, and of the National Health Service became of increasing concern and were less politically amenable to the approach of using private finance (the Private Finance Initiative and tuition fees) to fund former public obligations. Changes were made to the system of taxation, but public expenditure changed little as a share of national income, although the government now built little. Difficulties emerged in ensuring adequate housing for a growing population, and uncertainty grew as to where future investment in necessities like electricity supply would come from. Having narrowed in the Golden Age, inequality of income and wealth widened. Environmental concerns also grew, from the local smogs of the 1950s, through the concern with acid rain from the 1960s, to the current global concern with climate change. The financial crash of 2008 and the decision to 'Brexit' in the referendum of 2016 reduced economic growth and highlighted the extent of economic change since 1951. This is a study of that change.

The first generation of British teenagers- young people eager to spend a significant proportion of their wages on consumer goods and services such as cosmetics, clothes, magazines, records, motorcycles, cinemas and dance halls- is generally regarded as that of the 1950s and 1960s. The same group, sociologists and economic and social historians have claimed, was the first to enjoy the autonomy in the labour market and to experience low unemployment. This study argues convincingly that in fact a teenage culture in modern sense already existed in the period between the two world wars. The book is grounded in extensive original research; on hitherto unexploited sources such as the records of the interwar Juvenile Employment Bureaux; on the records of youth movements ranging from the Boy Scouts to inner-city lads' and girls' clubs; on magazines aimed at youth, from millgirl magazines to specialist film, music and hobbies publications; and on contemporary social surveys, newspapers and oral history.
