Previously published in 2005 by UNESCO and Deltares (Delft Hydraulics at the time), this new edition, written again with contributions from Jery R. Stedinger, Jozef P. M. Dijkman, and Monique T. Villars, is aimed equally at students and professionals. It introduces readers to the concept of viewing issues involving water resources as a system of multiple interacting components and scales. Water Pollution is a subject of growing concern in our industrial world. Since the International Institute for Applied Systems Analysis began its study of water quality modeling and management in 1977, it has been interested in the relations between uncertainty and the problems of model calibration and prediction. The work has focused on the theme of modeling poorly defined environmental systems, a principal topic of the effort devoted to environmental quality control and management. Accounting for the effects of uncertainty was also of central concern to our two case studies of lake eutrophication management, one dealing with Lake Balaton in Hungary and the other with several Austrian lake systems. Thus, in November 1979 we held a meeting at Laxenburg to discuss recent method ological developments in addressing problems associated with uncertainty and forecasting of water quality. This book is based on the proceedings of that meeting. The last few years have seen an increase in awareness of the issue of uncertainty in water quality and ecological modeling. This book is relevant not only to contemporary issues but also to those of the future. A lack of field data will not always be the dominant problem for water quality modeling and management; more sophisticated measuring techniques and more comprehensive monitoring networks will come to be more widely applied. Rather, the important problems of the future are much more likely to emerge from the enhanced facility of data processing and to concern the meaningful interpretation, assimilation., and use of the information thus obtained.

Advances in computer technology, in the technology of communication and in mathematical modelling of processes in the hydrological cycle have recently improved our potential to protect ourselves against damage through floods and droughts and to control quantities and qualities in our water systems. This development was demonstrated in a 1983 post-experience course at Wageningen University where an international group of experts reviewed successful modelling techniques and described the design and operation of a number of forecasting and control systems in drainage basins and river reaches of various sizes and under various geographical and climat ological conditions. A special effort was made to bridge the gap between theory and practice; case studies showed that each forecasting system was designed to meet a set of specific requirements and they illustrated that the forecasting system can only be expected to operate reliably if, on the one hand, it is based on sound theoretical concepts and methods and if, on the other hand, it is robust so that, also under adverse conditions, it will continue to collect and process the necessary input data and produce correct and timely signals. We were pleased to meet with encouragement for preserving the course material and making it available to a wider public. This was effected by the team of authorf who elaborated, updated and harmonized the materia in two stages; first into an issue of our university department and finally into the manuscript of this book.

Regional Approaches to Water Pollution in the Environment integrates knowledge and experience on pollution problems related to industrial, agricultural and municipal activities and former military sites, with special emphasis on the Black Triangle: the region situated at the borders between North Bohemia, Polish Lower Silesia and South Saxony. Here, some five million inhabitants live in an area of brown coal basins having the highest emissions of sulphuric and nitrogen emission in the whole of Europe. The large-scale damage in this region is due to obsolete technology and insufficient equipment for monitoring emissions. Health effects are severe, and controlling the pollution can only be done at high cost.
