The basic analytical procedure was to develop inventory data, assess the damage to the inventory for a range of nuclear attacks, identify those parts of the water transportation systems that appeared most vulnerable to nuclear attack, and suggest means to reduce the vulnera bility. This basic procedure was followed for the four major components of the water transportation systems: (1) waterways, (2) vessels, (3) terminals, and (4) personnel. Statistical data are provided in the appendixes for each of these components. (Author).
