Today, gun control is one of the most polarizing topics in American politics. However, before the 1960s, positions on firearms rights did not necessarily map onto partisan affiliation. What explains this drastic shift? Patrick J. Charles charts the rise of gun rights activism from the early twentieth century through the 1980 presidential election, pinpointing the role of the 1968 Gun Control Act. Gun rights advocates including the National Rifle Association had lobbied legislators for decades, but they had cast firearms control as a local issue. After the assassination of President John F. Kennedy in 1963 spurred congressional proposals to regulate firearms, gun rights advocates found common cause with states’ rights proponents opposed to civil rights legislation. "To understand public opinion and political behavior, researchers typically sort people by self-identified groupings such as party identification, race, gender, education and income. This book advances gun owners as a new classification. It demonstrates a "gun gap", which captures the differences between gun owners and non-gun owners, and shows how this gap improves conventional models of political behavior. The gun gap in fact represents an important explanation for voter choice, voter turnout, perceptions of personal and public safety, preferences for gun control policies, and support for the death penalty. Why are U.S. congressmen reluctant to support gun control regulations, despite the fact that most Americans are in favor of them? We argue that re-election motives can lead politicians to take a pro-gun stance against the interests of an apathetic majority of the electorate, but in line with the interests of an intense minority. We develop a model of gun control choices in which incumbent politicians are both office and policy motivated, and voters differ in the direction and intensity of their preferences. We derive conditions under which politicians support gun control early in their terms, but oppose them when they approach re-election. We test the predictions of the model by analyzing votes on gun-related legislation in the U.S. Senate, in which one third of the members are up for re-election every two years. We find that senators are more likely to vote pro gun when they are close to facing re-election, a result which holds comparing both across and within legislators. Only Democratic senators "flip flop" on gun control, and only if the group of pro-gun voters in their constituency is of intermediate size.
