This book addresses the question of how to build and upgrade job relevant skills. Specifically, the authors focus on three types of training programs relevant for individuals who are leaving formal general schooling or are already in the labor market: pre-employment technical and vocational education and training (TVET); on-the-job training (OJT); and training-related active labor market programs (ALMPs). ALMPs are usually of shorter duration and target individuals who are seeking a second chance and who do not have access to TVET or OJT; these are often low-skilled unemployed or informal workers. Contrary to training-related ALMPs, pre-employment TVET is usually offered within the formal schooling track and tends to be administered by the ministries of education. The book discusses the main justifications for these programs and how they relate to market failures that can lead to underinvestment in training and misalignment between supply and demand for skills. Unfortunately, governments are also prone to failure and many of the programs that countries have adopted today are part of the problem and not the solution. This book proposes options to improve the design and implementation of current skills development systems. Clearly, the authors cannot cover all issues in detail. Training methods among TVET, OJT, and ALMP programs are quite different, ranging from classroom instruction, laboratory research, TVET workshops, and apprenticeship arrangements and internships in firms. All have different challenges and specificities. The report highlights the most important design features of the different programs and points to the main knowledge gaps and areas for future research and analysis. The book is organized into five chapters. Following this overview, chapter two introduces the policy framework that guides the analysis in the book. This framework describes the main market and government failures that require attention and identifies potential interventions to address them. Chapter's three to five then discuss the main challenges facing, respectively, TVET, OJT, and training-related ALMP programs and outlines recommendations to address them. The rest of this overview summarizes the main messages from each of the chapters and in the last section outlines the main knowledge gaps and proposes an agenda for future research and policy analysis.

The reason for the request, which was generously granted by the foundation, was stated as follows: The federal program on vocational education dates from World War I. Impor tant changes were made in later legislation in 1963 and 1976, affecting the pro grams conducted by the Department of Health, Education and Welfare. The recently enacted Comprehensive Employment and Training Act (CETA) of the Department of Labor has brought large federal support to efforts to reduce unemployment, especially for youth, by providing preparatory training. It may be an understatement to report that the programs of these two government departments have lacked adequate coordination in Washington or in the field. Certainly there is a long way to go in improving both policy and program, and an opportunity presents itself in preparing the policies to be proposed to the Con gress when the vocational education program next comes up for reconsideration in 1980 and 1981. Responsibility for preparing the administration's position and recom mendations lies with the Deputy Assistant Secretary for Planning and Evaluation of HEW, Michael O'Keefe.

Rather than a distinct vocational education and training (VET) system, Swedish institutions include VET as part of an educational philosophy stressing equity, integration, and comprehensiveness. The VET system forms part of a comprehensive model of education stressing active citizenship, work life orientation, and preparation for further studies. The radical reform of the upper secondary system in 1991 resulted in decentralization, new curricula, and more individual choice. Measures taken to develop a more integrated system at the upper secondary level include extension of all programs to 3 years and application of a core curriculum approach to both academic and vocational programs. Of the 16 nationally determined programs, 14 are primarily vocational and 2 are focused on preparation for university. Important institutions at the adult and higher education level include vocational programs in municipal adult education, employment training, in-company training, and staff development. Trade unions have their own extensive education programs. The VET system is overwhelmingly publicly run and financed, with very few private providers of training. At the upper secondary level, national tests determine the achievement of quality standards. However, there is no formal system such as tests, diplomas, or national qualifications to recognize the acquisition of vocational skills and competencies. Among current trends influencing the VET system in Sweden are new developments in work and society that form a new context for policy implementation. These new developments include the following: the growth of unemployment, changing skill requirements, a new intercultural context, the challenge of lifelong learning, and deskilling and upgrading.
