This book discusses Vietnam’s relations with ASEAN in the period from the early 1970s to mid-1990s. It focuses on the evolution of Hanoi’s view on ASEAN, from denial to integration in the organization. Further, it reveals the reasons behind Hanoi’s decision to join ASEAN in 1995 in the context of the transformation of the overall Vietnam’s foreign policy when the Cold War ended. Relaxation of the Cold War conditions allowed Hanoi to improve understanding of ASEAN that resulted in better Vietnam-ASEAN relations and subsequent Vietnam’s membership in ASEAN. The author has had access to documents and interviewees that few other researchers can rival. And the richness of the empirical evidence of this book makes a significant contribution to the studies of Vietnam foreign relations in specific and Southeast Asian international relations in general.
An insider's account of Romania's emergence from communism control In the 1970s American attorney Alfred H. Moses was approached on the streets of Bucharest by young Jews seeking help to emigrate to Israel. This became the author's mission until the communist regime fell in 1989. Before that Moses had met periodically with Romania's communist dictator, Nicolae Ceausescu, to persuade him to allow increased Jewish emigration. This experience deepened Moses's interest in Romania--an interest that culminated in his serving as U.S. ambassador to the country from 1994 to 1997 during the Clinton administration. The ambassador's time of service in Romania came just a few years after the fall of the Berlin Wall and the subsequent collapse of communism in Eastern Europe. During this period Romania faced economic paralysis and was still buried in the rubble of communism. Over the next three years Moses helped nurture Romania's nascent democratic institutions, promoted privatization of Romania's economy, and shepherded Romania on the path toward full integration with Western institutions. Through frequent press conferences, speeches, and writings in the Romanian and Western press and in his meetings with Romanian officials at the highest level, he stated in plain language the steps Romania needed to take before it could be accepted in the West as a free and democratic country. Bucharest Diary: An American Ambassador's Journey is filled with firsthand stories, including colorful anecdotes, of the diplomacy, both public and private, that helped Romania recover from four decades of communist rule and, eventually, become a member of both NATO and the European Union. Romania still struggles today with the consequences of its history, but it has reached many of its post-communist goals, which Ambassador Moses championed at a crucial time. This book will be of special interest to readers of history and public affairs--in particular those interested in Jewish life under communist rule in Eastern Europe and how the United States and its Western partners helped rebuild an important country devastated by communism.
This book studies Vietnam's emergence as a major actor in Southeast Asian and global affairs. It focuses its analysis primarily on the period since 1995 when Vietnam became the seventh member of the Association of Southeast Asian Nations (ASEAN). The analysis considers the impact of the Asian financial crisis on Vietnam. The contributors explore the sea change in Vietnamese foreign policy that emerged in the late 1980s and early 1990s as Vietnam moved from dependency on the Soviet Union to a more balanced and multilateral set of external relations.

Thirty years of Ä?ổi Má»›i (economic renovation) reforms have catapulted Vietnam from the ranks of the world’s poorest countries to one of its great development success stories. Critical ingredients have been visionary leaders, a sense of shared societal purpose, and a focus on the future. Starting in the late 1980s, these elements were successfully fused with the embrace of markets and the global economy. Economic growth since then has been rapid, stable, and inclusive, translating into strong welfare gains for the vast majority of the population. But three decades of success from reforms raises expectations for the future, as aptly captured in the Vietnamese constitution, which sets the goal of “a prosperous people and a strong, democratic, equitable, and civilized country.†? There is a firm aspiration that by 2035, Vietnam will be a modern and industrialized nation moving toward becoming a prosperous, creative, equitable, and democratic society. The Vietnam 2035 report, a joint undertaking of the Government of Vietnam and the World Bank Group, seeks to better comprehend the challenges and opportunities that lie ahead. It shows that the country’s aspirations and the supporting policy and institutional agenda stand on three pillars: balancing economic prosperity with environmental sustainability; promoting equity and social inclusion to develop a harmonious middle- class society; and enhancing the capacity and accountability of the state to establish a rule of law state and a democratic society. Vietnam 2035 further argues that the rapid growth needed to achieve the bold aspirations will be sustained only if it stands on faster productivity growth and reflects the costs of environmental degradation. Productivity growth, in turn, will benefit from measures to enhance the competitiveness of domestic enterprises, scale up the benefits of urban agglomeration, and build national technological and innovative capacity. Maintaining the record on equity and social inclusion will require lifting marginalized groups and delivering services to an aging and urbanizing middle-class society. And to fulfill the country’s aspirations, the institutions of governance will need to become modern, transparent, and fully rooted in the rule of law.

The presence of such eminent personalities will allow Singaporeans, especially the younger executive and decision-makers in both the public and private sectors, to have the benefit of exposure to - through the Lecture, televised discussions, and private consultations - leaders of thought and knowledge in various fields, thereby enabling them to widen their experience and perspectives. On 22 April 2014, the 34th Singapore Lecture was delivered by His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, Sultan and Yang Di-Pertuan of Brunei Darussalam, under the distinguished Chairmanship of Mr Teo Chee Hean, Deputy Prime Minister, Coordinating Minister for National Security and Minister for Home Affairs, Singapore.
During the past decade, ASEAN has shifted its focus from political and military security to economic co-operation and development. Although this change may ease the integration of the four mainland Southeast Asian nations -- Vietnam, Laos, Myanmar, and Cambodia into ASEAN, there remain significant challenges to forge a workable and united ten-member ASEAN. This book examines many of the economic, political, and institutional issues confronting the enlarged regional grouping. The volume is organized into three sections based on the perspectives of the region, subregion, and the newer members. It not only addresses ASEAN's enlargement but also contributes to the debate on ASEAN's shifting role in the twenty-first century.
On 28 July 2008, the ASEAN Studies Centre and the Regional Economic Studies Programme, both of the Institute of Southeast Asian Studies, and the Konrad Adenauer Stiftung organized a roundtable on The ASEAN Economic Community Blueprint. The brainstorming session gathered Southeast Asian experts from the region to discuss the AEC Blueprint, which ASEANs leaders had adopted at their summit meeting in November 2007, and the prospects of any obstacles to its implementation by the target year, 2015. The roundtable started with a progress report on the AEC Blueprint given by S. Pushpanathan, Principal Director of Economic Integration and Finance, ASEAN Secretariat, Jakarta. Thereafter, the sessions examined the various aspects of the Blueprint tackling the non-tariff barriers, designing a comprehensive ASEAN Investment Agreement, a regional framework for competition policy, the role of infrastructure development in economic integration, the importance of international production networks in economic integration, etc.
