The session was closed with papers that provided a prognosis on the future development of property rights in fisheries management. Thus, the conference papers addressed the theory and application of property.
Part I of the proceedings consists of two major sections, the Mini-course lectures and the presentations presented during the Core Conference (Mini-course). The lectures presented during the two-day Mini-course were grouped in two sections. The first dealt with the concepts, theory and practice relating to the use of Property Rights in Fisheries Management. Subjects covered in the first past of the Mini-course included the historical development of the introduction of property in fishery management, property rights as a means of economic organization, selection of a property rights management system, resistance to changes in property rights or, whether to use Individual Transferable Quotas (ITQs), current property rights systems in fisheries management and group and community-based fishing rights. Topics covered in the second part of the Mini-course included Management Infrastructure for Rights Based Fishing, Legal Planning for Management of Fisheries Using Property Rights, The Administration of Fisheries Managed by Property Rights, Administration of Enforcement Mechanisms for Rights-Based Fisheries Management Systems and Fisher Participation in Rights-based Fisheries Management: The New Zealand Experience The second major section of Part I of the proceedings consists of the papers presented during the three-day Core Conference. These papers covered the perspectives of (a) governments in introducing and administering such methods of management and the political, conservation, social and economic consequences, (b) industry; and (c) the wider community and other involved stakeholders.
The genesis of this conference was on a quay of the port of Bergen in March 1985. Ragnar Amason suggested to Phil Neher a small, mid-Atlantic conference on recent developments in fishery management. In the event, more than twenty papers were scheduled and over one hundred and fifty conferees were registered. Logistical complications were sorted through for a summer 1988 conference in Iceland. The really innovative management programs were in the South Pacific; Aus tralia and New Zealand had introduced Individual Transferable Quotas (ITQs); and Iceland, Norway and Canada were also experimenting with quotas. It seemed to the program committee (Rognvaldur Hannesson and Geoffrey Waugh were soon on board) that these quotas had more or less characteristics of property rights. Property rights were also taking other forms in other places (time and area licenses, restrictive licensing of vessels and gear, traditional use rights). The idea of rights based fishing became the theme of the conference.
As an outgrowth of the advancement in modern control theory during the past 20 years, dynamic modeling and analysis of economic systems has become an important subject in the study of economic theory. Recent developments in dynamic utility, economic planning, and profit optimiza tion, for example, have been greatly influenced by results in optimal control, stabilization, estimation, optimization under conflicts, multi criteria optimization, control of large-scale systems, etc. The great success that has been achieved so far in utilizing modern control theory in economic systems should be attributed to the effort of control theorists as well as economists. Collaboration between the two groups of researchers has proven to be most successful in many instances; nevertheless, the gap between them has existed for some time. Whereas a control theorist frequently sets up a mathematically feasible model to obtain results that permit economic interpretations, an economist is concerned more with the fidelity of the model in representing a real world problem, and results that are obtained (through possibly less mathematical analysis) are due largely to economic insight. The papers appearing in this volume are divided into three parts. In Part I there are five papers on the application of control theory to economic planning. Part II contains five papers on exploration, exploita tion, and pricing of extractive natural resources. Finally, in Part III, some recent advances in large-scale systems and decentralized control appear.
This study is a contribution of the FAO Development Law Service to the discussion on rights-based systems in fisheries management from a legal perspective. It outlines the history of the development of rights-based fisheries management, the concepts of property rights in fisheries and the terms used in property rights regimes, the governing legislation in jurisdictions which have introduced property rights in fisheries, the interpretation placed by the courts of the jurisdiction on that legislation, and the possible options for implementing property-based fisheries rights systems in national legislation. Comparative Evaluations of Innovative Fisheries Management begins with a look at four places outside the European Union known for innovative management: New Zealand, Nova Scotia, Alaska and Iceland. Then the focus shifts to the success criteria related to specific disciplines including biological and social robustness, economic efficiency and impacts on management costs. Hypotheses are tested using data capable of generating useful results. The main conclusions include a retrospective of how key concepts defined and represented the various perspectives, skills and backgrounds that made up the multidisciplinary CEVIS project.
During the last decade, there has been a shift in the governance and management of fisheries to a broaderapproach that recognizes the participation of fishers, local stewardship, and shared decision-making.Through this process, fishers are empowered to become active members of the management team,balancing rights and responsibilities, and working in partnership with government. This approach iscalled co-management.This handbook describes the process of community-based co-management from its beginning, throughimplementation, to turnover to the community. It provides ideas, methods, techniques, activities, checklists,examples, questions and indicators for the planning and implementing of a process of community-basedco-management. Fisheries management is the process that has evolved to try to ensure that fisheries operate in a manner that provides the immediate benefits in a sustainable manner. The widely accepted goal is that the full range of benefits should not only be available for this generation but for generations to come. Fisheries around the world make essential contributions to human well-being including the provision of basic food supplies, employment, recreational opportunities, foreign currency and others, providing benefits to hundreds of millions of people. Despite these benefits, our record of managing fisheries so that the benefits can be sustained has been poor, at best, and most fisheries around the world are experiencing serious ecological, social or economic problems and usually all three. Today there is global concern about the state of fishery resources and aquatic ecosystems, their resilience to future stresses such as climate change and their ability to continue to provide benefits.
