In response to a congressional request, GAO provided information on cases initiated pursuant to the Trade Act of 1974, under which U.S. industries may seek relief from import competition. GAO found that: (1) 60 act investigations were completed during the period January 1975 through January 1987; (2) the International Trade Commission found injury in 33 cases and recommended tariffs in two-thirds of these cases; (3) the President granted relief in 21 cases, provided tariffs or tariff-rate quotas in 8 cases, quotas in 3 cases, and adjustment assistance in 9 cases; (4) in 4 of the 21 cases the President instructed the U.S. Trade Representative to seek orderly marketing agreements; and (5) in one case the President instituted an income support program for producers.
