Across economic, political, and security domains, the growth of China’s presence in Africa has been swift and staggering, which has fed both simplistic caricatures of China’s role on the continent and fears of renewed geopolitical competition. A closer look reveals a more balanced picture. This report examines how China’s growing engagement affects the United States’ role in Africa and offers policy recommendations for U.S. military leaders.
United States-Africa relations have experienced four major cycles. The first cycle was during the Cold War(1960-1990). During this period, the U.S. developed a one-sided relationship with various African states in which the latter served as "foot soldiers" for the U.S. in its competition with the Soviet Union for global domination. Among other things, the various client African states provided the U.S. with access to airfields, deep water ports and sites for the establishment of various intelligence gathering facilities. In addition, the U.S. used various groups like UNITA led by Jonas Savimbi in Angola to undermine and fight pro-Soviet regimes on the continent. The second cycle of the relationship covered the period 1991-1998. During this time, the U.S. scaled down its security activities in Africa. The major reason was that with the end of the Cold War Africa(with few exceptions like Egypt) was no longer a major front for the promotion of U.S. Security interests. The third cycle commenced in 1998 and ended in 2001. This period was characterized by the U.S.’ search for an approach to frame its security relations with Africa. In this vein, the U.S. undertook various military-security initiatives . The fourth cycle began after the 9/11 terrorist attacks against the American homeland. Since then, the U.S. has expanded the scope of its security relations with Africa, as reflected in the establishment of various initiatives and programs. At the core is the prosecution of the American "war on terror." Against this backdrop, this book examines some of the major dimensions of the U.S.’ security relations with Africa, including American security interests on the continent, the "war on terror," AFRICOM, and military cooperation. Using the book’s integrative theoretical framework, each of the chapters in the volume examines the various factors that shape the issue of focus.
The United States has sought to combat security threats in Africa principally by supporting partner governments, and security sector assistance (SSA) has been one of the primary tools it has used. Rigorous evaluations of the overall impact of SSA, however, have been extremely rare. A RAND Corporation study used statistical models to evaluate the impact that U.S.-provided SSA has had on political violence in Africa-in particular, the incidence of civil wars and insurgencies, terrorist attacks, and state repression. The authors found that SSA has had a mixed record. During the Cold War, SSA likely exacerbated instability, leading to a higher incidence of civil wars. During the post-Cold War era, it seems to have had little net effect, likely reflecting recipient-government failures to sustain the capabilities developed through SSA and to harness these capability gains to effective political-military strategies. When SSA has been implemented in conjunction with peacekeeping operations, however, it has had a consistently positive impact across a range of outcomes, including the likelihood of civil war recurrence, the incidence of terrorist attacks, and the extent of state repression. These findings have important implications for future U.S. policies in Africa and potentially beyond.
Security in Africa: A Critical Approach to Western Indicators of Threat questions the dominant Western narrative of security threats in Africa. Based on an analysis traditional security studies and Western security policy, it argues that commonly used indicators are based on mainstream security studies and provide only circumscribed analyses of threats to international security. By assessing the origins of this traditional approach to security and problematizing failed states, political instability, Muslim populations, and poverty among others, it makes the case for a critical approach to framing security challenges in Africa.
Mission Creep: The Militarization of US Foreign Policy? examines the question of whether the US Department of Defense (DOD) has assumed too large a role in influencing and implementing US foreign policy while confronting the challenges arising from terrorism, Islamic radicalism, insurgencies, ethnic conflicts and failed states.
This open access book on the state of peacebuilding in Africa brings together the work of distinguished scholars, practitioners, and decision makers to reflect on key experiences and lessons learned in peacebuilding in Africa over the past half century. The core themes addressed by the contributors include conflict prevention, mediation, and management; post-conflict reconstruction, justice and Disarmament Demobilization and Reintegration; the role of women, religion, humanitarianism, grassroots organizations, and early warning systems; and the impact of global, regional, and continental bodies. The book's thematic chapters are complemented by six country/region case studies: The Democratic Republic of Congo, Rwanda, Sierra Leone, Sudan/South Sudan, Mozambique and the Sahel/Mali. Each chapter concludes with a set of key lessons learned that could be used to inform the building of a more sustainable peace in Africa. The State of Peacebuilding in Africa was born out of the activities of the Southern Voices Network for Peacebuilding (SVNP), a Carnegie-funded, continent-wide network of African organizations that works with the Wilson Center to bring African knowledge and perspectives to U.S., African, and international policy on peacebuilding in Africa. Modern warfare is becoming increasingly defined by distance. Today, many Western and non-Western states have shied away from deploying large numbers of their own troops to battlefields. Instead, they have limited themselves to supporting the frontline fighting of local and regional actors against non-state armed forces through the provision of intelligence, training, equipment and airpower. This is remote warfare, the dominant method of military engagement now employed by many states. Despite the increasing prevalence of this distinct form of military engagement, it remains an understudied subject and considerable gaps exist in the academic understanding of it. Bringing together writers from various backgrounds, this edited volume offers a critical enquiry into the use of remote warfare.
This book analyses the rapidly increasing role of African states, leaders and other political actors in international politics in the 21st Century. In contrast to the conventional approach of studying how external actors impacted on Africa’s international relations, this book seeks to open up a new approach, focusing on the impact of African political actors on international politics. It does this by analysing African agency – the degree to which African political actors have room to manoeuvre within the international system and exert influence internationally, and the uses they make of that room for manoeuvre.
