L'inclusion scolaire a pris son essor depuis la proclamation de la Déclaration de Salamanque (UNESCO, 1994), où pas moins de 92 pays et 25 organisations internationales se sont engagés pour la première fois à oeuvrer pour le développement d'écoles plus inclusives.
