This is due to the bond issue which was meces sary to pay for the Hill road construction and for the new Kenrick underpass. Now both of these projects were voted by previous councils, all the 1929 council had to do was to get the money to pay for them. I sometimes wonder whether or not this could not have been better utilized in applying it towards a new high school building which the city sadly needs. 1 am a firm be liever in the advantages derived from good roads, but on the other hand I believe that the majority of the citizens of Franklin derive more advantage from good schools rather than from good roads.
