Tunisia in a Changing Climate: Assessment and Actions for Increased Resilience and Development is part of the World Bank Studies series. These papers are published to communicate the results of the Bank's ongoing research and to stimulate public discussion. This book provides an assessment of climate risks, as well as opportunities and possible actions for addressing climate change, in Tunisia. It recognizes that the Tunisian revolution of January 14th, 2011, created significant change in the country, resulting in new challenges and opportunities for addressing further change. Following the revolution, improvements in access to information, institutional capacity, and accountability have enhanced the governance and transparency that are essential for effective climate change responses. However, political uncertainty has affected both foreign direct investment and tourism, which have further impacted already high rates of poverty and unemployment.
This book presents the advantages of the circular economy as a powerful - and inevitable - model for tackling the current challenges against shrinking resources and establishing the resource efficient economy. The experienced contributors present the status and strategies of circular economy implementation in several countries with hands on experience to protect the environment while promoting the circular economy through legislative requirements, best practices adopted and popularizing the idea of circulation of resources amongst the researchers & academia, policy makers, industry, and the general public at large. This book, as a part of a series of CERES publications, provides a multi-regional and cross-sectoral analysis of food and water security, especially in the era of climate risks, biodiversity loss, pressure on scarce resources, especially land and water, increasing global population, and changing dietary preferences. It includes both conceptual research and empirically-based studies, which provides context-specific analyses and recommendations based on a variety of case studies from Africa, Middle East, and Asia regarding the fostering of long-term resilience of food and water security. The core approach of the volume consists of: assessing the structural drivers affecting the vulnerability of food and water security, under the persistence of current trends; identifying the best solutions and practices to enhance the climate resilience for food and water security; and fostering climate adaptation and biodiversity protection for food and water security.
Due to the increasing pressure of a globalized economy and under the effects of a changing climate, biological invasions have become a frequent feature of marine and freshwater environments. Global fisheries and aquaculture are therefore required to adjust to these changes, with the dual aim of reducing the negative ecological consequences caused by these species and making the most of the advantages they might bring. Here, capitalizing on a wide spectrum of management actions which can be implemented to control and/or adapt to aquatic invasions, nine measures are presented; they can be grouped under environmental, social or socioeconomic strategies, exploring their potential, main challenges and enabling factors. The nine measures, provided with key recommendations, are: #1: Develop and manage a commercial fishery #2: Promote recreational harvesting #3: Explore market opportunities #4: Implement outreach programmes #5: Foster stakeholder engagement #6: Implement spatial control #7: Implement biological control #8: Restore ecosystems #9: Do nothing These suggestions, discussed among a group of international experts and presented in a synthetic form, may be used as a practical resource (though not an exhaustive one), to aid in the evaluation and identification of appropriate fisheries management responses to aquatic invasive species in the context of climate change. While it may not address all the complexities of the subject, it provides a starting point for adaptation strategies, recognizing the diverse legal, cultural and socioeconomic conditions in different fishery contexts, offering valuable insights for policymakers, fisheries managers, and practitioners who have to deal with aquatic invasions.

This report contains a collection of papers from a workshopâ€"Strengthening Science-Based Decision-Making for Sustainable Management of Scarce Water Resources for Agricultural Production, held in Tunisia. Participants, including scientists, decision makers, representatives of non-profit organizations, and a farmer, came from the United States and several countries in North Africa and the Middle East. The papers examined constraints to agricultural production as it relates to water scarcity; focusing on 1) the state of the science regarding water management for agricultural purposes in the Middle East and North Africa 2) how science can be applied to better manage existing water supplies to optimize the domestic production of food and fiber. The cross-cutting themes of the workshop were the elements or principles of science-based decision making, the role of the scientific community in ensuring that science is an integral part of the decision making process, and ways to improve communications between scientists and decision makers.

This paper is part of a series of three country-case studies to investigate the potential role of agro-processing for economic development based on the strong backward and forward linkages agro-processing firms have with the agricultural sector. Previous analyses for Egypt and Jordan (Figueroa, Mahmoud, and Breisinger 2017; El-Enbaby et al. 2016) have shown how developing the agro-processing sub-sector as well as encouraging the production of high-value crops can promote economic and social well-being, especially in rural areas where the majority of the poor are concentrated. In continuation with this line of research, this paper aims at analyzing: • What role agriculture has played for the Tunisian economy in recent years; • What is the role of agricultural productivity and structural change in fostering agricultural growth in Tunisia; and • What is the potential of agro-processing for economic development and rural transformation in the country.
