TC 3-04.12, in conjunction with TC 3-04.11 and AR 95-1, establishes the forms and documents utilized in support of aircrew mission planning and the aircrew training program (ATP). This publication was created as a result of a change to aviation publications. Due to the removal of the ATMs, this TC is designated as the new prescribing publication for the required performance planning cards (PPCs). This TC provides rated aviators and unmanned aircraft crewmembers (UACs) with the required and optional forms that assist in the mission planning process. The instructions for the forms located within this publication are meant to serve as general guidelines for completing the forms. The individual tasks include detailed information and in-depth procedures to obtain the information required on the forms. As stated in AR 95-1, the ATP is in accordance with TC 3-04.11. Although AR 95-23 refers the reader to the appropriate ATM for the administration of the ATP, this document precedes the ATM in its administration of forms. If a conflict exists between this publication and any other aviation training publication (with the exception of ARs and TC 3-04.11), this publication takes precedence. This TC applies to Active Army, Army National Guard (ARNG)/Army National Guard of the United States (ARNGUS), United States Army Reserve (USAR), and all other individuals flying Army aircraft unless otherwise stated.

Training Circular (TC) 3-04.4 presents the basic physics of flight, the dynamics associated with rotary and FW aircraft, and covers basic tactical flight profiles, formation flight, and maneuvering flight techniques. It contains theoretical and practical concepts which Army Aviators and crewmembers apply to tactical and operational expertise technical base from which Army Aviation executes its core competencies. The principal audience for TC 3-04.4 is all Army Aviators and crewmembers. Trainers and educators throughout the Army will also use this publication. Commanders, staffs, and subordinates ensure that their decisions and actions comply with applicable United States, international, and in some cases host-nation laws and regulations. This aircrew training manual (ATM) standardizes aircrew training programs (ATPs) and flight evaluation procedures. This manual provides specific guidelines for executing Mi-17 aircrew training. The Mi-17 ATM establishes requirements for crewmember qualification: refresher, mission, and continuation training; and evaluations. This manual is not a stand-alone document. Requirements of Army regulation (AR) 600-105, AR 600-106, and Training Circular (TC) 3-04.11 must be met. The Kazan Mi-17 flight manual is the authority for operation of the aircraft. If differences exist between the maneuver descriptions in the flight manual and this publication, this publication is the governing authority for training and flight evaluation purposes. Implementation of this manual conforms to AR 95-1 and TC 3-04.11. If a conflict exists between this publication and TC 3-04.11, the ATP commander determines the method of accomplishment based upon the requirement and the unit's mission as to which manual takes precedence. This manual, in conjunction with AR 600-105, AR 600-106, AR 95-1, and TC 3-04.11, will help develop a comprehensive ATP. Using this ATM ensures that individual crewmember and aircrew proficiency is commensurate with the unit's mission and that aircrews routinely employ standard techniques and procedures. Crewmembers will use this manual as a "how to" source for performing crewmember duties. It provides performance standards and evaluation guidelines so crewmembers know the level of performance expected. Each task has a description of the proper procedures for completion to meet the standard. Standardization officers, evaluators, and unit trainers (UTs) will use this manual and TC 3-04.11 as the primary tools in assisting commanders with development and implementation of their ATP. This publication applies to the Active Army, the Army National Guard (ARNG)/Army National Guard of the United States (ARNGUS), and the United States Army Reserve (USAR), and Department of the Army civilians (DACs) operating the Mi-17 series aircraft, unless otherwise stated. Spatial disorientation is the physiologic factor that contributes most often to aircraft mishaps. The Manual of Tests and Criteria contains criteria, test methods and procedures to be used for classification of dangerous goods according to the provisions of Parts 2 and 3 of the United Nations Recommendations on the Transport of Dangerous Goods, Model Regulations, as well as of chemicals presenting physical hazards according to the Globally Harmonized System of Classification and Labelling of Chemicals (GHS). As a consequence, it supplements also national or international regulations which are derived from the United Nations Recommendations on the Transport of Dangerous Goods or the GHS. At its ninth session (7 December 2018), the Committee adopted a set of amendments to the sixth revised edition of the Manual as amended by Amendment 1. This seventh revised edition takes account of these amendments. In addition, noting that the work to facilitate the use of the Manual in the context of the GHS had been completed, the Committee considered that the reference to the "Recommendations on the Transport of Dangerous Goods" in the title of the Manual was no longer appropriate, and decided that from now on, the Manual should be entitled "Manual of Tests and Criteria".

The theme of this manual is failure physics - the study of how products, hardware, software, and systems fail and what can be done about it.
