Using a common framework developed by a collaborative Harvard University and Brandeis University affiliated research team, this volume surveys and analyzes the strategic responses of national unions in Britain, France, Germany, Italy, and Spain to the last two decades of economic change. Also evaluated is the response of Sweden, long seen as the most successful variation of the European model, as well as EU level transnational unionism. The volume concludes with a reflection on new union positions and their implications, particularly on the question of what will happen to the "European model of society" as a consequence. There is a developing crisis of social democratic trade unionism in Western Europe; this volume outlines the crisis and examines the emerging alternatives. The authors define 'social democratic trade unionism' and its associated party-union nexus and explain how this traditional model has been threatened by social democracy's accommodation to neo-liberal restructuring and public service reform. Examining the experience of Sweden, Germany, Britain and France, the volume explores the historical rise and fall of social democratic trade unionism in each of these countries and probes the policy and practice of the European Trade Union Confederation. The authors critically examine the possibilities for a revival of social democratic unionism in terms of strategic policy and identity, offering suggestions for an alternative, radicalized political unionism. The research value of the book is highlighted by its focus on contemporary developments and its authors' intimate knowledge of the chosen countries.
« The book presents the findings of a four-year study of the challenges facing trade unions and their responses in ten west European countries. The project involved a substantial number of interviews with key union representatives and academic experts in each country, together with the collection of a large amount of union documentation and background material. The book gives an account of trade unionism in each country, the main recent challenges that unions have faced, and responses in terms of recruitment and mobilisation; organizational restructuring; new approaches to collective bargaining; changing political strategies; and international activities. The analytical starting point is that trade unions are conservative institutions containing significant veto points to organizational change, but at the same time can display dynamism and innovation, and that external challenges can therefore stimulate important internal adaptation. The book engages with the debates of the past two decades on union modernization and revitalization, and more generally with theories of institutional change and with the literature on varieties of capitalism. The central theme is that while trade unions do not easily change identities and core practices, they are not locked into inertia. Trade unions are not unitary actors but are internally contested organizations, and internal conflict is itself a potential source of dynamism. The literature on "revitalization" has tended to divide between the over-optimistic and the over-pessimistic; this study presents a more nuanced and differentiated account. In particular, it attempts to identify some of the key internal and external conditions for effective strategic innovation. »--
The Polish crisis in the early 1980s provoked a great deal of reaction in the West. Not only governments, but social movements were also touched by the establishment of the Independent Trade Union Solidarnosc in the summer of 1980, the proclamation of martial law in December 1981, and Solidarnosc's underground activity in the subsequent years. In many countries, campaigns were set up in order to spread information, raise funds, and provide the Polish opposition with humanitarian relief and technical assistance. Labor movements especially stepped into the limelight. A number of Western European unions were concerned about the new international tension following the Soviet invasion of Afghanistan and the new hard-line policy of the US and saw Solidarnosc as a political instrument of clerical and neo-conservative cold warriors. This book analyzes reaction to Solidarnosc in nine Western European countries and within the international trade union confederations. It argues that Western solidarity with Solidarnosc was highly determined by its instrumental value within the national context. Trade unions openly sided with Solidarnosc when they had an interest in doing so, namely when Solidarnosc could strengthen their own program or position. But this book also reveals that reaction in allegedly reluctant countries was massive, albeit discreet, pragmatic, and humanitarian, rather than vocal, emotional, and political.
Based on comparisons of long-term developments and focusing on transnational connections, this book shows that historically there have been many varieties of trade unionism.
One of the most neglected areas of the European integration process is the role that trade union confederations may play after the full establishment of the Economic and Monetary Union. The gradual establishment of the four freedoms enshrined in the Single European Act would require a transformation of the present strategies of trade union confederations toward more flexibility and towards the ability to take part in different levels of the European integration process. Iberian Trade Unionism highlights the emerging patterns of cooperation between national, subnational, and supranational actors and the impact on these different levels. Unlike most literature on the study of democratization and Europeanization, Iberian Trade Unionism aims to break the dominant focus on political parties and political institutions by raising awareness of the importance of interest groups such as trade union confederations in contributing to a strengthening of democratic governance. The central thesis is that both Portuguese and Spanish trade unions are becoming increasingly part of a transnational European strategy which shapes the internal organizations toward professionalism and democratization. Part 1, "Contextualizing Iberian Trade Union Strategies," deals with the operations of both Portuguese and Spanish trade union confederations. Part 2, "The National Systems of Interest Intermediation and Trade Union Confederation Strategies," analyzes the transformation of the national systems of intermediation in the 1990s which were affected by a decline in steering power of Spanish and Portuguese political systems vis-�-vis global and European political and economic processes. Part 3, "Subnational and Transnational Policies of Iberian Trade Union Confederations," deals with policies and strategies. The last chapter treats the integration of Iberian trade union confederations in the institutions of the European Union as well as the ITUCs and is based on original research done in Madrid, Lisbon, and Brussels. This timely look at interest groups and lobbying in the European Union will appeal to scholars studying European integration and the role of interest groups in it, and to students of Spain, Portugal, or southern Europe. For many observers, the European Union is mired in a deep crisis. Between sluggish growth; political turmoil following a decade of austerity politics; Brexit; and the rise of Asian influence, the EU is seen as a declining power on the world stage. Columbia Law professor Anu Bradford argues the opposite in her important new book The Brussels Effect: the EU remains an influential superpower that shapes the world in its image. By promulgating regulations that shape the international business environment, elevating standards worldwide, and leading to a notable Europeanization of many important aspects of global commerce, the EU has managed to shape policy in areas such as data privacy, consumer health and safety, environmental protection, antitrust, and online hate speech. And in contrast to how superpowers wield their global influence, the Brussels Effect - a phrase first coined by Bradford in 2012- absolves the EU from playing a direct role in imposing standards, as market forces alone are often sufficient as multinational companies voluntarily extend the EU rule to govern their global operations.
