The Annual World Bank Conference on Development Economics (ABCDE) brings together the world's finest development thinkers to present their perspectives and ideas. In recent years, a parallel, second conference has been held in Europe with the same goal of expanding the flow of ideas between thinkers, practitioners, and policymakers in the field of international development. ABCDEA?Europe 2003 presents selected papers from the fourth annual ABCDEA?Europe meetings, held June 24-26, 2002, in Oslo, Norway. Hosted by the World Bank and the Chr. Michelsen Institute, more than 350 eminent scholars and practitioners from 50 countries met to deliberate on the theme 'Towards Pro-Poor Policies'. The papers from sessions on aid, institutions, and globalization provide both a general overview of links between poverty, inequality, and growth, and address specific topics such as the Heavily Indebted Poor Countries Initiative for debt reduction. All consider the role of policies and institutions in development and poverty reduction. The author examines the moral, methodological, and practical problems that arise from poverty measurement. He establishes a methodological framework for analyzing poverty conceptions and measures, and concludes with concrete recommendations regarding both the procedures for and substance of future global poverty measurement.
One-in-seven adults and one-in-five children in the United States live in poverty. Individuals and families living in povertyÊnot only lack basic, material necessities, but they are also disproportionally afflicted by many social and economic challenges. Some of these challenges include the increased possibility of an unstable home situation, inadequate education opportunities at all levels, and a high chance of crime and victimization. Given this growing social, economic, and political concern, The Hamilton Project at Brookings asked academic experts to develop policy proposals confronting the various challenges of AmericaÕs poorest citizens, and to introduce innovative approaches to addressing poverty.ÊWhen combined, the scope and impact of these proposals has the potential to vastly improve the lives of the poor. The resulting 14 policy memos are included in The Hamilton ProjectÕs Policies to Address Poverty in America. The main areas of focus include promoting early childhood development, supporting disadvantaged youth, building worker skills, and improving safety net and work support.
The embarrassing living conditions of more than one billion poor people in developing countries in combination with the increasing gap of living standards between the poor and the rich, has provided a strong motivation for development policy to change this situation. From its beginning, policy has aimed for stimulating economic growth in order to improve living conditions for everyone. The endurance of poverty, however, has motivated to extend the traditional »growth is good for the poor« by a more targeted policy that combines growth with a particular emphasis on improving the situation of the poor. This is exactly the objective of »pro-poor growth«, a term that became popular during the late 1990s and which seemed to dominate the stage with the propagation of the Millennium Development Goals, including its goal to halve poverty by 2015. This volume contains six papers that address various core issues of pro-poor growth policies. These papers were presented at the annual meeting of the Research Committee Development Economics (Ausschuss Entwicklungsländer des Vereins für Socialpolitik) in 2005. Papers were lively discussed at the meeting and later on improved by comments from anonymous referees. All authors have done extensive research in the field of pro-poor growth, including field studies. Accordingly, their contributions - reflecting this knowledge and proficiency - pick up recent developments in the field. The discussion of most appropriate pro-poor growth policies is an ongoing process which has been documented by a growing literature. The value added of the present volume is obviously not to be more comprehensive than others but rather to continue the line of work by bringing some recent research findings - with a focus on policy relevance and empirical substantiation - to a broader audience.

Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
