The Illinois Environmental Protection Agency (Illinois EPA) has a three-stage approach to total maximum daily load (TMDL) development. The stages are: Stage 1 -- Watershed Characterization, Data Analysis, Methodology Selection; Stage 2 -- Data Collection (optional); Stage 3 -- Model Calibration, TMDL Scenarios, Implementation Plan.
