Excerpt from Thirty Seventh Annual Report of the Board of Commissioners of Public Schools, to the Mayor and City Council of Baltimore, 1866 At its last session, the Legislature of the State passed a new school law, directing the establishment of a uniform system of free schools throughout the State. In relation to the design of the Legislature in the application of this law to the city of Baltimore, doubts. Were entertained, if we are correctly informed, by a majority of the gentlemen com posing your Honorable Body during the past year. The same doubts, based upon the inapplicability of the law to our citv schools, were, and are still entertained, with but few exceptions, by all the Commissioners, and by a large majority of the citizens whom they represent as resi dents of the several wards into which the city is divided. The Board has received no official information in relation tn their government by another body than the Mayor and (iitv Council of Baltimore. It has, therefore, continued to operate under the authority by which it was constituted, and under the fostering care of which the schools have reached as high a degree of attainment in character and usefulness as those of any other city of which we have any knowledge. It is therefore to your Honorable Body that the Board looks for direction, and it will await your action before it admits of any change in relation to its government. Or to the rules and regulations that have been adopted for the management of the schools under the sanction of the ordinances by which they were first ordered and have since been conducted. Excerpt from Forty-First Annual Report of the Board of Commissioners of Public Schools, to the Mayor and City Council of Baltimore: For the Year Ending Dec; 31, 1869 It is especially proper therefore, that our Educational interests should be so protected and fostered, that they may not lose popular favor; but continue to be, as they have heretofore been, the basis of whatever great success has been obtained in the other callin gs of life. The best and most useful citizens are almost always the best educated men not educated in the sense of having great scholastic learning, but in those branches of knowledge, which fit them specially for the active and practical duties of life. An ignorant and uneducated boy almost invariably becomes a vicious and dangerous man. He may not actually be a criminal, viola ting the laws of the community in which he lives, and receiving the punishment commensurate with his crime; but he is an enemy to that development'and progress of society which are essential to its happiness. If the mind and heart are properly educated in early life, there is certainly not the same danger of depraved manhood, as if there had been a neglect of early training. The records of all criminal institutions show that the largest portion of their inmates are uneducated, and that those who are most intelligent, are the easiest to reform. These facts should stimulate every one to earnest efforts for the diffusion of useful knowledge, and a cordial co-operation with those who are officially engaged in this work. If crime can be pre vented or diminished by education, it is far better for legisla tors to appropriate public money freely, and devote their time to this purpose, than to legislate for the punishment of vice which might have been prevented.
