Glanders had been introduced by importations from all adjoining States and Territories. The attack began immediately every where it was found. The details, of the combined efforts of State and Local Boards, up to October 1, 1888 will be found in the previous reports, but I' add the general statistics, as abstracted from those reports as a proper introduction to this one.
