Following the signing of the peace agreement and the end of three-and-a-half years of siege, Sarajevo simultaneously experienced a double transition, from war to peace and from socialism to capitalism, that was marked by an increasing international intervention. This book presents a study of the urban transformation of Sarajevo during the post-war period and considers both the role and the impact of the international community in its spatial and ethnic configuration. Part I focuses on the period of maximum international involvement developed at local level, from December 1995 until 2003, and comprises chapters on the ethno-territorial division of the city, the reconstruction of its ethnic diversity and the liberal transition fostered and imposed internationally. Part II deals with the impact of these policies on the current spatial, functional and ethnic configuration in the area of Sarajevo.

The topic of this thesis is the post-war and post-socialist urban development of the City of Sarajevo. After four years of a draining siege in the mid-1990s, Sarajevo underwent a reconstruction sponsored mainly by the international donations and run by the international community in a fragmented political panorama constituted of political parties divided along ethnic lines. The reconstruction phase is today followed by a neoliberal urban development phase which is the specific object of my analysis. Among all the political issues widely explored by the academia, urban planning and development in Bosnia and Herzegovina received a relatively modest interest, which makes this topic highly relevant to investigate. Urban development of Sarajevo today is chaotic, with an unregulated legal framework and subjected to private interest to the detriment of public spaces. Political management of its development is characterized by instability resulting from intertwining private interests supported by colluded political élite, eager to profit from urban projects planned in the city. The incomplete legal framework has allowed the definition of a general urban chaos dominated by the symbolic architecture of this phase, the shopping mall. On the other side, urban activist scene is in formation and a response from the society is slowly raising up against the urban political mismanagement.

During the collapse of Socialist Yugoslavia and amid a concomitant process to ethnically divide Bosnia, Sarajevo suffered through a siege which after three-and-a-half years resulted in a completely new social, political and territorial order. Following the signing of the peace agreement in Paris in December 1995, to end the war in Bosnia, the city simultaneously experienced a transition from war to peace and from socialism to capitalism. This double transition was marked by increasing intervention from the international community, who deployed an administration in Bosnia and Herzegovina to supervise the implementation of the peace agreement. Despite the fact that no specific local peace-building mission was established in Sarajevo, the Office of the High Representative (OHR), in charge of supervising the civilian annexes of the agreement, became particularly involved in the supervision, coordination and even execution of several key processes shaping its urban transformation, in areas such as the management of land, economic transition and the reconstruction of Sarajevo's intrinsic ethnic diversity. Thus, this dissertation analyses the role of the OHR in the urban transformation of the symbolic Bosnian capital during the post-war period with an ultimate focus on the impact of those policies, developed mostly between 1995 and 2003, in the current ethnic and spatial configuration of the city.

This book investigates architectural and urban dimensions of the ethnic-nationalist conflict in Sarajevo, the capital of Bosnia and Herzegovina, during and after the siege of 1992–1995. Focusing on the wartime destruction of a portion of the cityscape in central Sarajevo and its post-war reconstruction, re-inscription and memorialization, the book reveals how such spatial transformations become complicit in the struggle for reconfiguration of the city’s territory, boundaries and place identity. Drawing on original research, the study highlights the capacities of architecture and urban space to mediate terror, violence and resistance, and to deal with heritage of the war and act a catalyst for ethnic segregation or reconciliation. In most European countries, spatial and land-use planning documentation (formal and informal) and building codes complement each other. The city of Sarajevo, however, has not had a building code over the last eight decades. The author, with many years of professional experience as a planner in Sarajevo, shows how this has affected the spatial planning system in all its segments, including through a weak building permission procedure. She compares Sarajevo’s legal framework to the planning systems and building regulations of Slovenia, Vienna, Zurich, and Paris. Arguing that a building code is an inseparable part of land-use management and land-use planning implementation system as well as of sustainable, effective urban politics, the author proposes a model for a new building code and a comprehensive planning system for the Canton of Sarajevo. The Development of Austro-Hungarian Sarajevo, 1878-1918 charts the urban history of Sarajevo in this period within the context of other modernising central-European cities. It gives detailed consideration to elements of change and continuity in the development of the urban fabric, as well as the economic, social and cultural life of the city. The book also explores how far changes were the work of the occupying Austro-Hungarian administration and the influx of immigrants from elsewhere, and suggests that the local elites from all confessions took an active role in the redevelopment of their city, building an integrated 'Sarajevan' version of urban modernity at a middle-class level.
