Forests are major components of the earth's natural resources and they are increasingly critical to the welfare of the U.S. economy, environment, and population. Desires to improve forest management and productivity, preserve biodiversity, maintain ecologic integrity, and provide societal services, such as recreation and tourism, necessitate a strong forestry-research base. Given the clear importance of forestry research in sustaining forests for the future, the U.S. Department of Agriculture (USDA) Forest Service asked the Board on Agriculture and Natural Resources of the National Academies to undertake a study of the nation's capacity in forestry research. The Committee on National Capacity in Forestry Research was appointed to carry out the study, which was conducted to review the current expertise and status of forestry research and to examine the approaches of natural resources education and forestry-research organizations to meet future needs.

This study provides an overview of nontimber forest products (NTFP) programs on national forests in the United States. We conducted an email survey in 2003 to obtain data on NTFP management activities on national forests across the country. Program characteristics examined in the study included important NTFPs managed on national forests, presence of NTFP coordinators and law enforcement programs on ranger districts, incorporation of NTFPs into forest planning documents, presence of NTFP inventory and monitoring programs, managers views on barriers to and opportunities for including NTFP harvesters in NTFP inventory and monitoring efforts, and managers perceptions of barriers to expanding commercial NTFP harvesting. The data indicate that the agency is constructing a foundation for scientific NTFP management. The study identifies lack of funding and internal administrative capacity as key barriers to adequate incorporation of NTFPs in Forest Service planning, inventory, and monitoring.

The Forest Products Laboratory is a unit of research organization of the Forest Service, United States Department of Agriculture. It is the only institution in the United States concerned wholly with the investigation of wood and wood products and their adaptation to diversified fields of use. For several years the Forest Products Laboratory was the only institution in the world conducting general research on wood and its utilization, although other governments have since followed the lead of the United States in developing laboratories along similar lines.
