The feeling is beginning to spread that institutes have served their usefulness and should be discontinued. It is no doubt true that institutes, as they are still usually conducted, are an anachronism. They arose in the second quarter of the nineteenth century, before the normal schools had made such headway and when summer schools for teachers were unknown, to supply a distinct need in the training of teachers.
