On March 29, 1996, Congress passed the Small Business Regulatory Enforcement Fairness Act (SBREFA) to strengthen the Regulatory Flexibility Act's (RFA) protections for small entities. Among other things, SBREFA requires that, before publishing a notice of proposed rulemaking that may have a significant economic impact on a substantial number of small entities, the EPA & OSHA are to convene a small business advocacy review panel for the draft rule.
