There was no firefighter certification program readily available to firefighters in St. Charles County, Missouri. There was a program in neighboring St. Louis County but, due to a large demand for enrollment, it was very difficult to be accepted into that program. The cost of that program was also prohibitive (1,500 per student). In an effort to provide a cost effective, regional basic firefighting training program, the St. Charles County Fire Chiefs' Association (SCCFCA) assigned a selected group to ascertain if this need for firefighter certification could be met. The purpose of this research paper is to explain how one organization, the SCCFCA, solved this problem by pooling their resources and working with a state agency to achieve their goal.
