During the late 19th and early 20th centuries, many Jews from Central and Eastern Europe arrived in New York City, where they did not only find a new home, but far away from their shtetl origin, the new members of the American society also began to politically radicalize. There has been a discussion in the literature related to the field, where, how, and why the Jewish population radicalized. This study analyses two waves of radicalization: one related to the American environment that is responsible for the described process at the end of the 19th century; one, related to the developments in Eastern Europe during the early decades of the 20th century. For both radicalization processes this book compares the reasons, elements, and aims of those who join radical movements to show that there is a transatlantic perspective that links both processes to each other.
The field of American Jewish studies has recently trained its focus on the transnational dimensions of its subject, reflecting in more sustained ways than before about the theories and methods of this approach. Yet, much of the insight to be gained from seeing American Jewry as constitutively entangled in many ways with other Jewries has not yet been realized. Transnational American Jewish studies are still in their infancy. This issue of PaRDeS presents current research on the multiple entanglements of American with Central European, especially German-speaking Jewries in the 19th and 20th centuries. The articles reflect the wide range of topics that can benefit from a transnational understanding of the American Jewish experience as shaped by its foreign entanglements.

On January 30, 1933, hearing about the celebrations for Hitler’s assumption of power, Erich Ebermayer remarked bitterly in his diary, “We are the losers, definitely the losers.” Learning of the Nuremberg Laws in 1935, which made Jews non-citizens, he raged, “hate is sown a million-fold.” Yet in March 1938, he wept for joy at the Anschluss with Austria: “Not to want it just because it has been achieved by Hitler would be folly.” In a masterful work, Peter Fritzsche deciphers the puzzle of Nazism’s ideological grip. With the departure of European Muslims to the “Islamic State” and a wave of terrorist attacks in Europe in recent years, the questions of why and how individuals radicalize to Jihadi extremism attracted keen interest. This thesis examines how individuals radicalize by applying a theoretical framework that primarily refers to social capital theory, the economics of religion, and social movement theory. The analysis of the biographical backgrounds, pathways of radicalization, and network connections of more than 1,300 Jihadi extremists from Germany, Austria, and Switzerland shows that radicalization primarily need to be considered as a social process of isolation from former social contacts and affiliation with a new religious group. Radicalization is characterized by the transformation of social capital and often channeled through so-called “strong ties” to friends and family members. These peer networks constitute the social fundament of radical clusters on the local level which are usually linked to a broader milieu through exclusive mosque communities and religious authorities. Bonding social capital within these radical groups minimizes the risk of betrayal and promotes trust essential for clandestine and risky activities.
At first glance, the U.S. decision to escalate the war in Vietnam in the mid-1960s, China's position on North Korea's nuclear program in the late 1990s and early 2000s, and the EU resolution to lift what remained of the arms embargo against Libya in the mid-2000s would appear to share little in common. Yet each of these seemingly unconnected and far-reaching foreign policy decisions resulted at least in part from the exercise of a unique kind of coercion, one predicated on the intentional creation, manipulation, and exploitation of real or threatened mass population movements. In Weapons of Mass Migration, Kelly M. Greenhill offers the first systematic examination of this widely deployed but largely unrecognized instrument of state influence. She shows both how often this unorthodox brand of coercion has been attempted (more than fifty times in the last half century) and how successful it has been (well over half the time). She also tackles the questions of who employs this policy tool, to what ends, and how and why it ever works. Coercers aim to affect target states' behavior by exploiting the existence of competing political interests and groups, Greenhill argues, and by manipulating the costs or risks imposed on target state populations. This "coercion by punishment" strategy can be effected in two ways: the first relies on straightforward threats to overwhelm a target's capacity to accommodate a refugee or migrant influx; the second, on a kind of norms-enhanced political blackmail that exploits the existence of legal and normative commitments to those fleeing violence, persecution, or privation. The theory is further illustrated and tested in a variety of case studies from Europe, East Asia, and North America. To help potential targets better respond to—and protect themselves against—this kind of unconventional predation, Weapons of Mass Migration also offers practicable policy recommendations for scholars, government officials, and anyone concerned about the true victims of this kind of coercion—the displaced themselves.
