Evolving threats of chemical, biological, radiological and nuclear (CBRN) attack make it imperative to find ways to support global efforts against the proliferation of weapons of mass destruction (WMD) and terrorism. This book contains papers presented at the NATO Advanced Study Institute (ASI) on CBRN security culture, held in Yerevan, Armenia, in June 2014. The conference was timely in bringing together the various aspects of security culture in the different substantive areas from a CBRN perspective, focusing efforts to advance CBRN security culture in the everyday work of those who must deal with these ever present threats. The primary aim of the conference was to promote the concept of a CBRN security culture which recognizes synergy across the individual disciplines. As a first step in the practical application of this synergistic view, the conference introduced assessment methodologies that could be refined and customized to enhance the role of the human factor in CBRN security. This, we hope, will enable countries to fulfill their international obligations and implement United Nations Security Council Resolution 1540. The book reflects the presentations and deliberations of workshop participants and will be of interest to governments, international organizations, researchers and practitioners whose work involves the human dimension of the security of CBRN materials.
The life and chemical sciences are in the midst of a period of rapid and revolutionary transformation that will undoubtedly bring societal benefits but also have potentially malign applications, notably in the development of chemical weapons. Such concerns are exacerbated by the unstable international security environment and the changing nature of armed conflict, which could fuel a desire by certain States to retain and use existing chemical weapons, as well as increase State interest in creating new weapons; whilst a broader range of actors may seek to employ diverse toxic chemicals as improvised weapons. Stark indications of the multi-faceted dangers we face can be seen in the chemical weapons attacks against civilians and combatants in Iraq and Syria, and also in more targeted chemical assassination operations in Malaysia and the UK. Using a multi-disciplinary approach, and drawing upon an international group of experts, this book analyses current and likely near-future advances in relevant science and technology, assessing the risks of their misuse. The book examines the current capabilities, limitations and failures of the existing international arms control and disarmament architecture – notably the Chemical Weapons Convention – in preventing the development and use of chemical weapons. Through the employment of a novel Holistic Arms Control methodology, the authors also look beyond the bounds of such treaties, to explore the full range of international law, international agreements and regulatory mechanisms potentially applicable to weapons employing toxic chemical agents, in order to develop recommendations for more effective routes to combat their proliferation and misuse. A particular emphasis is given to the roles that chemical and life scientists, health professionals and wider informed activist civil society can play in protecting the prohibition against poison and chemical weapons; and in working with States to build effective and responsive measures to ensure that the rapid scientific and technological advances are safeguarded from hostile use and are instead employed for the benefit of us all.
The author examines the Proliferation Security Initiative--a multinational activity launched in 2003 to enable the United States and like-minded countries to interdict the flow of weapons of mass destruction (WMD). This Initiative also may bring dramatic changes the international security system by enabling concerned states to interdict international trade in WMD regardless of the location or nationality of their owners. As such, the Proliferation Security Initiative not only addresses one of the most urgent threats to peace and security that the world has ever witnessed, but it does so in an innovative way that has the potential to change the basic paradigm of peace and security by legitimizing the proportional and discriminating use of force to prevent a great harm. The author argues that the Initiative can be most successful by building broad support through increased transparency and a greater willingness to address forth-rightly the legal challenges that it faces.

With our highly connected and interdependent world, the growing threat of infectious diseases and public health crisis has shed light on the requirement for global efforts to manage and combat highly pathogenic infectious diseases and other public health crisis on an unprecedented level. Such disease threats transcend borders. The book provides one of the first accounts of AML/CFT legislation in Australia, sets the international policy context, and outlines key international legal obligations. To minimise the negative impact on personal freedoms, it proposes a reading of Australian provisions in line with international caselaw. Expanding her analysis on the international level, the author offers an appraisal of the measures taken, both in terms of criminal policy and cost for civil society. She argues that the development of soft law and the increased powers given to law enforcement agencies, which sub-contract surveillance to the private sector, further erode the legitimacy of State action and the rule of law, and ultimately the democracy the laws were meant to protect.
