DOWNLOAD EBOOKOnly a few years ago, a proponent of a free trade agreement (FTA) between Mexico and the United States would have faced harsh criticism in Mexico, and indifference in the U.S.1 In Mexico, for decades the idea of explicitly promoting increased commercial ties with the United States, and taking part in a bargaining process with the "imperial power" to the North, was blatantly rejected in most political and academic circles. The U.S. administrations, acknowledging Mexico's feelings of distrust, probably did not consider an FTA between the two countries to be possible. Nor did the United States consider one to be desirable. Multilateralism was the prevalent trade strategy in the United States during the post-World War II period. Bilateral initiatives tended to be viewed as a diversion of institutional energies, and as counterproductive to the overall strategy.

DOWNLOAD EBOOKAfter more than two years of negotiations, in December 1992, the governments of Canada, Mexico, and the United States signed the North American Free Trade Agreement. During the months leading up to the signing, labor, industry, environment, and religious groups from the three countries actively debated and lobbied their respective trade negotiators to gain support for their particular concerns. Lobbying by these groups continues as policy deliberations shift from treaty negotiations to the submission of enabling legislation and, ultimately in the United States, congressional authorization. This volume brings together key spokespeople from labor, industry, and government and presents the main arguments for and against the Free Trade Agreement as well as views on the Agreement's impact. The book is intended for policy makers, business managers, labor organizations, environmentalists, academics, students, and others who have an interest in understanding and exploring the issues surrounding the NAFTA debate.

DOWNLOAD EBOOKThere are few issues as politically explosive as the liberalization of trade, as recent controversies in the United States, Canada, and Mexico have shown. While loosening trade restrictions may make sense for a nation's economy as a whole, it typically alienates powerful vested interests. Those interests can exact severe political costs for the government that enacts change. So why accept the risk?Michael Lusztig contructs a model to determine why and under what conditions governments will take the free trade gamble. Lusztig uses his model to explain shifts to free trade in four cases: Britain's repeal of the Corn Laws; the United States' enactment of the Reciprocal Trade Agreements Act (1934); Canada's decision to initiate continental free trade with the United States in 1985; and Mexico's decision to pursue the North American Free Trade Agreement (NAFTA) in 1990.
