The position of skills development on the agenda of policy-makers and development agencies improved markedly around the turn of the 21st century. This book tracks the ways skills have gained importance both in the developing and the more industrialized world. It analyses critically the multiple ’drivers' of skills development and the linkages of skills to the knowledge economy, growth, and employment in an increasingly competitive world. It also acknowledges the many modalities and delivery systems for skills development, arguing that this institutional diversity, often spread across several ministries and training authorities, has made it more difficult to give a national account of the skills development sector. The re-emergence of skills has triggered many reform initiatives associated with TVSD, some of which have become almost ’fashions' and are in danger of being adopted without sufficient evidence of their effectiveness. This work provides cautionary advice and fresh insights that planners will find rewarding.

The Vocational Education Act of 1963 provides Federal funds for the construction and remodeling of vocational facilities. The emphasis upon the area vocational school and the types of programs specified in the Act will necessitate programs of planning quite different from those normally associated with the usual elementary, secondary, or community college units. The intent of this booklet is, therefore, to acquaint local planners--board members, school administrators, citizen committees, architects, and other interested persons--with the aspects of the Act which pertain to construction of area vocational schools and with basic principles involved in planning such facilities. The material has been obtained from a wide variety of sources and condensed in outline form deliberately to serve as a ready reference, particularly for those individuals or groups who might be involved in the early stages of planning.

Vocational education is central to the plans of policy makers around the world; it underpins the development of the poorest economies, and the continued competitiveness of the richest. Technical and Vocational Education and Training debates the key issues:* How far can the same principles be applied to vocational learning in universities, colleges, schools and the workplace?* Do the needs of learners and the needs of the economy always coincide? Should teachers focus on the delivery of skills or the development of cultures?* What will determine whether what is learnt corresponds to what is taught?* Who are the stakeholders in vocational learning, and can they all be satisfied at once?* What does it really mean to say that vocational provision is a kind of investment?Drawing on contemporary, internationally-significant case studies in water education, management education and education for sustainable development along with UNESCO's International Centre for Technical and Vocational Education and Training, Gough provides a challenging discussion.

A perspective in vocational education has been designed to incorporate into one volume, some outstanding papers dealing with current issues, concept, and trends in vocational technical education. Some of the issues discussed in the book include various vocational programmes that are offered in Nigerian secondary and post secondary institutions, management, staffing, as well as trends on students enrollment. The above issues are essential in the training and development of students as well as planning and administration of vocational-technical programmes in secondary and post secondary institutions. A distinctive feature of the book is its blend in theory and practice particularly as related to vocational training and manpower development. Chapters 3, 5, 6, 7, 9, 11, and 18 specifically dealt with programmes, training, technological, and manpower advancement. All concept and terms that are presented in the book are explained and discussed within the simplest framework using updated references. The book can be used widely by both undergraduate and post-graduate students as well as teachers in the secondary and post-secondary institutions. The writing of this book affords me an opportunity to happily express my gratitude to some eminent people that have been used by God for sustained encouragement in my academic career. My long standing thanks go to Professor Michael N. Sugarman (My teacher at University of Akron, Ohio, U.S.A.) whose excellence in conduct, teaching, and researching have (for many years) inspired much of the driving spirit of my work.
