In 1999 the EU decided to develop its own military capacities for crisis management. This book brings together a group of experts to examine the consequences of this decision on Nordic policy establishments, as well as to shed new light on the defence and security issues that matter for Europe as a whole.
This new book tackles two key questions: 1) How is the EU functioning as a security actor? 2) How and to what extent is the EU affecting national security identities? Focusing on the four largest Nordic states (Denmark, Finland, Norway and Sweden), this incisive study analyzes how and to what extent the EU affects national security identities. It shows how the EU has developed into a special kind of security actor that, due to its level of political integration, has an important influence on national security approaches and identities. This new analysis applies a fresh combination of integration theory, security studies and studies of Europeanization. The main argument in this book is that, rather than adapting to the changing conditions created by the end of the Cold War, the Nordic states changed their security approaches in response to the European integration process. It shows how different phases in the post Cold War European integration process have influenced the national security approaches of Sweden, Finland, Denmark and Norway. While all four security approaches seem to have been Europeanized, the speed and the character of these changes seem to vary due to a combination of differing ties to the EU and differing security policy traditions. This new book will be of great interest to all students of European Defence, national security and of security studies in general.

In European policy-making, the Nordic countries are often viewed as a relatively coherent bloc; in international and European affairs the Nordic position has traditionally been conditioned on being different from and better than Europe. This book offers a coherent, original and systematic comparative analysis of the relationship between the Nordic countries and the European Union over the past two decades. It looks at the historical frame, institutions and policy areas, addressing both traditional EU areas such as agriculture and more nascent areas affecting the domestic and foreign policies of the Nordic countries. In doing so, it examines how the Nordic approach to European policy-making has developed and explains why the Nordic countries are similar in some respects while differing in others when engaging with EU institutions. For a long time, the Nordic countries have been a region of peace, with the ability to resolve conflicts peacefully among themselves, and a region for peace, actively promoting peace globally. Although efforts to actively brand the Nordic region are ongoing, the Nordic Peace brand is an area with untapped potential. The Nordics have rich traditions for working together on peace and conflict resolution. These joint efforts have grown organically and informally from like-mindedness, letting the common Nordic culture and ways of working foster integration among them where relevant. The people working in the Nordic countries on Nordic cooperation and peace recognize the potential of strengthening the Nordic Peace brand. One area of special potential is increasing focus on the shared Nordic priorities of prevention and the women, peace and security agenda as part of the Nordic Peace brand.
The idea of European unity, which the Nordic states have historically resisted, has recently become the foremost concern of Sweden, Denmark, Norway, Iceland, and Finland. Christine Ingebritsen provides a timely analysis of Nordic economic and security policies in the wake of the vast transformation of regional politics between 1985 and 1995. The Nordic States and European Unity addresses two central questions: Why did all five Nordic states trade autonomy for integration after 1985? And why do some follow the British pattern, resisting supranationalism, while others prefer the German strategy of embedding their policies in a common European project?Through extensive interviews with representatives of trade unions, government ministries, parliamentary committees, social movements, and military and industrial organizations, Ingebritsen charts adjustments to the idea of a regional system of governance. She highlights crucial differences among these nations as they seek to protect their borders against new security threats. In particular, Ingebritsen shows how the political influence of leading sectors affects each state's capacity to pursue an integrationist policy. Economic sectors are not uniformly affected by European policy coordination, and the experience of the Nordic states demonstrates this difference.
