This chapter presents the content of the Richard Dimbleby lecture, which has been delivered by an influential business or a political figure every year since 1972. Christine Lagarde, Managing Director of the IMF, delivered the 2014 lecture at Guildhall in London on February 3. The 44 nations gathering at Bretton Woods have been determined to set a new course based on the principle that peace and prosperity flow from the font of cooperation. Fundamentally, the new multilateralism needs to instil a broader sense of social responsibility on the part of all players in the modern global economy. A renewed commitment to openness and to the mutual benefits of trade and foreign investment is requested. It also requires collective responsibility for managing an international monetary system that has travelled light-years since the old Bretton Woods system. The collective responsibility would translate into all monetary institutions cooperating closely mindful of the potential impact of their policies on others.

Winner of the 2020 Friends of ACUNS Biennial Book Award Group Politics in UN Multilateralism provides a new perspective on diplomacy and negotiations at the United Nations. Very few states ‘act individually’ at the UN; instead they often work within groups such as the Africa Group, the European Union or the Arab League. States use groups to put forward principled positions in an attempt to influence a wider audience and thus legitimize desired outcomes. Yet the volume also shows that groups are not static: new groups emerge in multilateral negotiations on issues such as climate, security and human rights. At any given moment, UN multilateralism is shaped by long-standing group dynamics as well as shifting, ad-hoc groupings. These intergroup dynamics are key to understanding diplomatic practice at the UN.
India faces a defining period. Its status as a global power is not only recognized but increasingly institutionalized, even as geopolitical shifts create both opportunities and challenges. With critical interests in almost every multilateral regime and vital stakes in emerging ones, India has no choice but to influence the evolving multilateral order. If India seeks to affect the multilateral order, how will it do so? In the past, it had little choice but to be content with rule taking—adhering to existing international norms and institutions. Will it now focus on rule breaking—challenging the present order primarily for effect and seeking greater accommodation in existing institutions? Or will it focus on rule shaping—contributing in partnership with others to shape emerging norms and regimes, particularly on energy, food, climate, oceans, and cyber security? And how do India's troubled neighborhood, complex domestic politics, and limited capacity inhibit its rule-shaping ability? Despite limitations, India increasingly has the ideas, people, and tools to shape the global order—in the words of Jawaharlal Nehru, "not wholly or in full measure, but very substantially." Will India emerge as one of the shapers of the emerging international order? This volume seeks to answer that question.
This book examines the establishment of international hierarchies in multilateral diplomacy. Vincent Pouliot observes that in any multilateral setting, some state representatives weigh much more heavily than others, and argues that the practice of diplomacy is structured by a largely unspoken hierarchy of standing, which practitioners refer to as the 'pecking order'.
Nations, even the most powerful, cannot cope by themselves with many of the problems confronting them. Collective efforts are needed, and diplomacy is a key element in this process. This text examines how diplomacy serves global governance, how the diverse international actors use it, and what it accomplishes. The focus is on diplomatic practice, looking at the diverse methods used by the international actors involved and how they contribute to its effectiveness. The first section examines how various levels of international actors practice diplomacy. Nation states are still key actors and they use many methods in embassies, international conferences, international organizations, summit meetings, and more. International organizations are both a forum for multilateral diplomacy and a major set of international actors still growing in significance for global governance diplomacy. In addition, a multiplicity of regional or limited membership institutions play a role in global governance. At the transnational level, there is the increasing role of civil society institutions and nongovernmental organizations in international affairs. This is where a new kind of international actors is found, unevenly contributing to global governance diplomacy beyond the control of public authorities. The second section explores the functional level, looking at how diplomacy operates in five areas of global governance: peace and security, economic governance, social issues, human rights, and environmental protection. Each of these presents different challenges for global governance diplomacy and requires the development of different diplomatic strategies and new techniques. Some of the issues are more amenable to global governance while others, such as the eradication of global poverty remain fairly intractable. The text extends beyond the usual description of diplomatic apparatus and dynamics to explore “diplomacy at work” in specific, current policy areas that are very relevant to the present debates in international politics.
