First published in 1958, The Making of Modern Uganda is concerned with the formation of modern Uganda in the sixty years since the 1890s when the foundations of the British administration were laid. In the first decade of the 20th century Sir Hesketh Bell, Uganda’s Governor, decided that Uganda should be built up by Africans under the disinterested guidance of Europeans. The book therefore traces the emergence of a territory whose material prosperity is mainly based upon peasant agriculture guided by the advice of British agricultural officers. It describes the development from an era of tribal, clan and even village organisation to the system of centralised government along semi-parliamentary lines but notes the disagreement as to whether Uganda’s future should lie as a unitary or a federal state. The controversial issue of closer union with the other East African territories is studied at some length as also is the growth of the politically active minority which plays so important a part in the modern Protectorate. The author believes that the years of ‘happy Uganda’, the years before the Second World War, were a period in which hard work coupled with peace and obvious progress tended to conceal for many the growth of new forces which needed an outlet and only found one in the political and constitutional developments of the post-war age. Since 1986, the Acholi people of northern Uganda have lived in the crossfire of a violent civil war, with the Lord’s Resistance Army and other groups fighting the Ugandan government. Acholi have been murdered, maimed, and driven into displacement. Thousands of children have been abducted and forced to fight. Many observers have perceived Acholiland and northern Uganda to be an exception in contemporary Uganda, which has been celebrated by the international community for its increased political stability and particularly for its fight against AIDS. These observers tend to portray the Acholi as war-prone, whether because of religious fanaticism or intractable ethnic hatreds. In Living with Bad Surroundings, Sverker Finnström rejects these characterizations and challenges other simplistic explanations for the violence in northern Uganda. Foregrounding the narratives of individual Acholi, Finnström enables those most affected by the ongoing “dirty war” to explain how they participate in, comprehend, survive, and even resist it. Finnström draws on fieldwork conducted in northern Uganda between 1997 and 2006 to describe how the Acholi—especially the younger generation, those born into the era of civil strife—understand and attempt to control their moral universe and material circumstances. Structuring his argument around indigenous metaphors and images, notably the Acholi concepts of good and bad surroundings, he vividly renders struggles in war and the related ills of impoverishment, sickness, and marginalization. In this rich ethnography, Finnström provides a clear-eyed assessment of the historical, cultural, and political underpinnings of the civil war while maintaining his focus on Acholi efforts to achieve “good surroundings,” viable futures for themselves and their families.

This book provides a new concept framework for understanding the factors that lead soldiers to challenge civil authority in developing nations. By exploring the causes and effects of the 1964 East African army mutinies, it provides novel insights into the nature of institutional violence, aggression, and military unrest in former colonial societies. The study integrates history and the social sciences by using detailed empirical data on the soldiers' protests in Tanganyika, Uganda, and Kenya. The roots of the 1964 army mutinies in Tanganyika, Uganda, and Kenya were firmly rooted in the colonial past when economic and strategic necessity forced the former British territorial governments to rely on Africans for defense and internal security. As the only group in colonial society with access to weapons and military training, the African soldiery was a potential threat to the security of British rule. Colonial authorities maintained control over African soldiers by balancing the significant rewards of military service with social isolation, harsh discipline, and close political surveillance. After independence, civilian pay levels out-paced army wages, thereby tarnishing the prestige of military service. As compensation, veteran African soldiers expected commissions and improved terms of service when the new governments Africanized the civil service. They grew increasingly upset when African politicians proved unwilling and unable to meet their demands. Yet the creation of new democratic societies removed most of the restrictive regulations that had disciplined colonial African soldiers. Lacking the financial resources and military expertise to create new armies, the independent African governments had to retain the basic structure and character of the inherited armies. Soldiers in Tanganyika, Uganda, and Kenya mutinied in rapid succession during the last week of January 1964 because their governments could no longer maintain the delicate balance of coercion and concessions that had kept the colonial soldiery in check. The East African mutinies demonstrate that the propensity of an African army to challenge civil authority was directly tied to its degree of integration into postcolonial society.
In recent years, scholars have noted the rise of a particular type of authoritarianism worldwide, in which rulers manipulate institutions designed to implement the rule of law so that they instead facilitate the exercise of arbitrary power. Even as scholars puzzle over this seemingly new phenomenon, scholarship on African politics offers helpful answers. This book places literature on the post-colonial African state in conversation with literature on modern authoritarianism, using this to frame over ten months of qualitative field research on Uganda's informal security actors - including vigilante groups, local militias, and community police. Based on this research, the book presents an original framework - called 'institutionalized arbitrariness' - to explain how modern authoritarian rulers project arbitrary power even in environments of relatively functional state institutions, checks and balances and the rule of law. In regimes characterized by institutionalized arbitrariness, the state's stochastic assertions and withdrawals of power inject unpredictability into the political relationship between both local authorities and citizens. This arrangement makes it difficult for citizens to predict which authority, if any, will claim jurisdiction in a given scenario, and what rules will apply. This environment of pervasive political unpredictability limits space for collective action and political claim-making, while keeping citizens marginally engaged in the democratic process. The book is grounded in empirical research and literature theorizing the African state, while seeking to inform a broader debate about contemporary forms of authoritarianism, state-building, and state consolidation.
