One of the positive results of the Evian-les-Bains Conference was the establishment of an Intergovernmental Committee on Political Refugees for the purpose of finding ways to increase and facilitate emigration of Jews from Germany and Austria. George Rublee, an official of the U.S. Department of State, headed the committee and conducted negotiations with Nazi government representatives including Hjalmar Schacht, the former Reichsbank president later acquitted of war crimes at Nuernberg. They reached a financial agreement which enabled a larger number of Jews to leave Nazi-controlled countries. Several of the documents selected for this volume deal with the negotiations. Others concern meetings of the Intergovernmental Committee, and depict difficulties that were placed in the way of emigration by Nazi authorities and the immigration regulations of other nations.
