One of the most significant, energetic, yet not well understood, oceanographic features in the Americas is the Gulf of Mexico Loop Current System (LCS), consisting of the Loop Current (LC) and the Loop Current Eddies (LCEs) it sheds. Understanding the dynamics of the LCS is fundamental to understanding the Gulf of Mexico's full oceanographic system, and vice versa. Hurricane intensity, offshore safety, harmful algal blooms, oil spill response, the entire Gulf food chain, shallow water nutrient supply, the fishing industry, tourism, and the Gulf Coast economy are all affected by the position, strength, and structure of the LC and associated eddies. This report recommends a strategy for addressing the key gaps in general understanding of LCS processes, in order to instigate a significant improvement in predicting LC/LCE position, evolving structure, extent, and speed, which will increase overall understanding of Gulf of Mexico circulation and to promote safe oil and gas operations and disaster response in the Gulf of Mexico. This strategy includes advice on how to design a long-term observational campaign and complementary data assimilation and numerical modeling efforts.

The frequency and severity of disasters over the last few decades have presented unprecedented challenges for communities across the United States. In 2005, Hurricane Katrina exposed the complexity and breadth of a deadly combination of existing community stressors, aging infrastructure, and a powerful natural hazard. In many ways, the devastation of Hurricane Katrina was a turning point for understanding and managing disasters, as well as related plan making and policy formulation. It brought the phrase "community resilience" into the lexicon of disaster management. Building and Measuring Community Resilience: Actions for Communities and the Gulf Research Program summarizes the existing portfolio of relevant or related resilience measurement efforts and notes gaps and challenges associated with them. It describes how some communities build and measure resilience and offers four key actions that communities could take to build and measure their resilience in order to address gaps identified in current community resilience measurement efforts. This report also provides recommendations to the Gulf Research Program to build and measure resilience in the Gulf of Mexico region.

In 2010 the Deepwater Horizon explosion and fire in the Gulf of Mexico caused the largest offshore oil spill in U.S. history, resulting in significant impacts on the region\'s environment and residents. Legal settlements with the companies held responsible led the federal government to ask the National Academy of Sciences to form and administer a 30-year program to enhance oil system safety, human health, and environmental resources in the Gulf of Mexico and other U.S. continental shelf areas where offshore oil and gas exploration and production occur or are under consideration. The new Gulf Research Program will receive $500 million to support activities using three broad approaches: research and development, education and training, and environmental monitoring. The Gulf Research Program: A Strategic Vision establishes the Program\'s foundation and introduces its mission, goals, and objectives. It describes some initial activities and sets out the Program\'s vision for contributing lasting benefit to the Gulf region and the nation. The Program is an extraordinary opportunity to foster science on a regional scale and over the long term. Emissions associated with oil and gas exploration, development, and production on the Gulf waters can result in increased levels of air pollutants that contribute to a range of air quality impacts in the Gulf of Mexico Region (GOMR). "Criteria air pollutants", such as carbon monoxide, lead, nitrogen dioxide, ozone, particulate matter, and sulfur dioxide, are considered harmful to public health and the environment. The Bureau of Ocean Energy Management (BOEM) manages the U.S. outer continental shelf oil and gas resources and is required to help manage air quality in the GOMR. Review of the Bureau of Ocean Energy Management "Air Quality Modeling in the Gulf of Mexico Region" Study reviews and provides feedback on the BOEM's Air Quality Modeling in the Gulf of Mexico Region Study. This independent technical review of the study explores whether the study meets its goals, accurately reflects the scientific literature, uses reasonable data and modeling analyses, approaches quantitative modeling appropriately, documents findings in a consistent, transparent, and credible way, and aligns with necessary guidelines.

In 2006 the National Institutes of Health (NIH) established the Clinical and Translational Science Awards (CTSA) Program, recognizing the need for a new impetus to encourage clinical and translational research. At the time it was very difficult to translate basic and clinical research into clinical and community practice; making it difficult for individual patients and communities to receive its benefits. Since its creation the CTSA Program has expanded, with 61 sites spread across the nation's academic health centers and other institutions, hoping to provide catalysts and test beds for policies and practices that can benefit clinical and translation research organizations throughout the country. The NIH contracted with the Institute of Medicine (IOM) in 2012 to conduct a study to assess and provide recommendations on appropriateness of the CTSA Program's mission and strategic goals and whether changes were needed. The study was also address the implementation of the program by the National Center for Advancing Translational Sciences (NCATS) while exploring the CTSA's contributions in the acceleration of the development of new therapeutics. A 13-member committee was established to head this task; the committee had collective expertise in community outreach and engagement, public health and health policy, bioethics, education and training, pharmaceutical research and development, program evaluation, clinical and biomedical research, and child health research. The CTSA Program at NIH: Opportunities for Advancing Clinical and Translational Research is the result of investigations into previous program evaluations and assessments, open-session meetings and conference class, and the review of scientific literature. Overall, the committee believes that the CTSA Program is significant to the advancement of clinical and translational research through its contributions. The Program would benefit from a variety of revisions, however, to make it more efficient and effective.

There are many connections between human communities and their surrounding environments that influence community resilience and health in the Gulf of Mexico. The impacts of the Deepwater Horizon oil spill on Gulf communities and ecosystems - coupled with the region's preexisting health challenges and environmental stressors - illustrate the need to better understand these connections. In the future, natural and man-made disasters, climate change impacts, and other environmental stressors will present complex challenges to the physical, mental, and social well-being of communities in the Gulf. Understanding the interrelationships among health, ecological, and economic impacts of disasters and other environmental stressors will be crucial to addressing these challenges. Opportunities for the Gulf Research Program: Community Resilience and Health summarizes a Gulf Research Program workshop held on September 22-23, 2014, in New Orleans, Louisiana. The workshop examined opportunities to improve the health, well-being, and resilience of communities in the Gulf region through discussions with about 50 participants with diverse expertise and experience. These discussions identified perceived needs, challenges, and opportunities that align with the Gulf Research Program's mission and goals - particularly its goal to improve understanding of the connections between human health and the environment to support the development of health and resilient Gulf communities. This workshop is expected to lead to the development of additional Program activities and opportunities for the research community.
