DOWNLOAD EBOOKThis document details the Governments reply to the Science and Technology Select Committee report (HCP 415-I, session 2002-03; ISBN 0215013506) on how science and technological research is used in measures to counter the threat of chemical, biological, radiological and nuclear (CBRN) weapons. Responses include that the Government accepts the need to continue improving the co-ordination of civil counter-terrorism research, and believes this can be best addressed through a cross-government research programme rather than the Committees preferred option of a standalone Centre for Home Defence; and that the Government is confident that existing funding levels for the counter-terrorism programme are appropriate and that structures are in place to review and adjust to changes in the terrorist threat.

DOWNLOAD EBOOKThe objectives of the papers included in this volume were to critically consider the science and technology policies necessary for defence against terrorism and other threats to security; to assess the priorities for governments, universities, national laboratories and industrial firms; to identify how governments and the science and technology community can most effectively work together to enhance our security; and to share the experiences of policy makers and policy analysts. The importance and relevance of this selection of papers to the policy community is reflected in the seniority of the contributors. These included Dr. Parney Albright who held the position of Assistant Secretary for Science & Technology at the US Department of Homeland Security as well as senior figures from the UK Home Office, UK Office of Science & Technology, the European Commission and NATO.

DOWNLOAD EBOOKThis book is a detailed examination of whether domestic security measures are striking an appropriate balance between homeland security and civil liberties in the post-9/11 era. Professor Paul Wilkinson and the other contributors assess the nature of UK responses to terrorism by key public and private-sector bodies, highlighting how these organizations can prevent, pre-empt, counter and manage terrorist attacks by using a matrix of factors such as types of terrorist networks, tactics and targets. The volume also compares and contrasts the UK's response with cognate states elsewhere in the EU and with the USA. While improved intelligence has helped prevent a major Al Qaeda attack, the authors conclude that there is still a ‘major question mark’ over whether the country is adequately resourced to deal with an emergency situation, particularly in major cities other than London. The book also confirms that while the UK faces a ‘real and serious’ threat of terrorist attack by Al Qaeda, it is better prepared for an attack than other EU member states. Homeland Security in the UK will be essential reading for all students of terrorism studies, security studies and politics, as well as by professional practitioners and well-informed general readers.

DOWNLOAD EBOOKThe report examines how science and technology is used in countermeasures to chemical, biological, radiological and nuclear (CBRN) devices employed by terrorists. Areas of good practice are pointed out, for example the Office of the Deputy Prime Minister's (ODPM's) New Dimension programme of procurement for the Fire Service, but there has been very little new investment in long-term research and development in this field, for instance, the lack of emphasis on scientific research in the Home Office. The Committee proposes a Centre for Home Defence, under the Home Office, to develop technologies for civilian use. The surveillance of dangerous chemicals and pathogens, both nationally and internationally, is a matter or concern. The Government has also imposed an unnecessary and counterproductive level of secrecy surrounding its counter-terrorism research.

DOWNLOAD EBOOKIn the aftermath of a terrorist attack political stakes are high: legislators fear being seen as lenient or indifferent and often grant the executive broader authorities without thorough debate. The judiciary's role, too, is restricted: constitutional structure and cultural norms narrow the courts' ability to check the executive at all but the margins. The dominant 'Security or Freedom' framework for evaluating counterterrorist law thus fails to capture an important characteristic: increased executive power that shifts the balance between branches of government. This book re-calculates the cost of counterterrorist law to the United Kingdom and the United States, arguing that the damage caused is significantly greater than first appears. Donohue warns that the proliferation of biological and nuclear materials, together with willingness on the part of extremists to sacrifice themselves, may drive each country to take increasingly drastic measures with a resultant shift in the basic structure of both states.
