Representative politics is in crisis. Trust in politicians is at an all-time low. Fewer people are voting or joining political parties, and our interest in parliamentary politics is declining fast. We are leaving behind traditional representation, and moving towards a politics without representatives. Although we tend to use the terms "representative democracy" and "democracy" as synonyms, Michael Mezey maintains that they are not. Democracy means that the people govern; representative democracy means that the people elect others to govern for them. This raises the question of the extent to which representative government approximates democracy-a question that turns on the relationship between representatives and those whom they represent. Mezey reviews the literature on the meaning of representation and its relationship to issues of citizen control. In the empirical sections that follow, he draws on data from the United States Congress and from legislatures outside the United States to discuss the extent to which the composition of a legislature reflects the demography of its nation. The author also examines a legislature's various political and economic interests and the extent to which representatives are responsive to specific requests for assistance from their constituents and to constituent opinions on public policy questions. He further looks at the effect that interest groups, political parties, and election systems have on the relationship between representatives and their constituents. Finally, Mezey addresses the criticisms that have been leveled against representative institutions: that they are slow to act, inefficient and uninformed when they do act, that they are too inclined to do what is popular rather than what is necessary and, conversely, that their members are too removed from the opinions of their constituents and therefore unfaithful to their democratic obligation to respond to the wishes of those whom they represent. Rich in thoughtful analysis, Representative Democracy incorporates normative, empirical and comparative perspectives on representation. Being concerned with representation, this book is about an idea, a concept, a word. It is primarily a conceptual analysis, not a historical study of the way in which representative government has evolved, nor yet an empirical investigation of the behavior of contemporary representatives or the expectations voters have about them. Yet, although the book is about a word, it is not about mere words, not merely about words. For the social philosopher, for the social scientist, words are not "mere"; they are the tools of his trade and a vital part of his subject matter. Since human beings are not merely political animals but also language-using animals, their behavior is shaped by their ideas. What they do and how they do it depends upon how they see themselves and their world, and this in turn depends upon the concepts through which they see. Learning what "representation" means and learning how to represent are intimately connected. But even beyond this, the social theorist sees the world through a network of concepts. Our words define and delimit our world in important ways, and this is particularly true of the world of human and social things. For a zoologist may capture a rare specimen and simply observe it; but who can capture an instance of representation (or of power, or of interest)? Such things, too, can be observed, but the observation always presupposes at least a rudimentary conception of what representation (or power, or interest) is, what counts as representation, where it leaves off and some other phenomenon begins. Questions about what representation is, or is like, are not fully separable from the question of what "representation" means. This book approaches the former questions by way of the latter. Professor Manin challenges the conventional view that representative democracy is no more than an indirect form of government by the people, in which citizens elect representatives only because they cannot assemble and govern in person. The argument is developed by examining the historical moments when the present institutional arrangements were chosen from among the then available alternatives. Professor Manin reminds us that while today representative institutions and democracy appear as virtually indistinguishable, when representative government was first established in Europe and America, it was designed in opposition to democracy proper. Drawing on the procedures used in earlier republican systems, from classical Athens to Renaissance Florence, in order to highlight the alternatives that were forsaken, Manin brings to the fore the generally overlooked results of representative mechanisms. These include the elitist aspect of elections and the non-binding character of campaign promises.
