Whether or not to embrace GM technologies is a fundamental and politically charged question facing humanity in the 21st century, particularly in light of rapidly growing populations and the unknown future impacts of climate change. The world is now on the cusp of a new agricultural revolution, the so-called Gene Revolution, in which genetically modified (GM) crops are tailored to address chronic agricultural problems in certain regions of the world. This monograph report investigates the circumstances and processes that can induce and sustain this new agricultural revolution. As development donors invest hundreds of millions of dollars into improved crops designed to alleviate poverty and hunger, Africa has emerged as the final frontier in the global debate over agricultural biotechnology. The first data-driven assessment of the ecological, social, and political factors that shape our understanding of genetic modification, Africa's Gene Revolution surveys twenty years of efforts to use genomics-based breeding to enhance yields and livelihoods for African farmers. Matthew Schnurr considers the full range of biotechnologies currently in commercial use and those in development - including hybrids, marker-assisted breeding, tissue culture, and genetic engineering. Drawing on interviews with biotechnology experts alongside research conducted with more than two hundred farmers across eastern, western, and southern Africa, Schnurr reveals a profound incongruity between the optimistic rhetoric that accompanies genetic modification technology and the realities of the smallholder farmers who are its intended beneficiaries. Through the lens of political ecology, this book demonstrates that the current emphasis on improved seeds discounts the geographic, social, ecological, and economic contexts in which the producers of these crops operate. Bringing the voices of farmers to the foreground of this polarizing debate, Africa's Gene Revolution contends that meaningful change will come from a reconfiguration not only of the plant's genome, but of the entire agricultural system.
Globalization of the food supply has created conditions favorable for the emergence, reemergence, and spread of food-borne pathogens-compounding the challenge of anticipating, detecting, and effectively responding to food-borne threats to health. In the United States, food-borne agents affect 1 out of 6 individuals and cause approximately 48 million illnesses, 128,000 hospitalizations, and 3,000 deaths each year. This figure likely represents just the tip of the iceberg, because it fails to account for the broad array of food-borne illnesses or for their wide-ranging repercussions for consumers, government, and the food industry-both domestically and internationally. A One Health approach to food safety may hold the promise of harnessing and integrating the expertise and resources from across the spectrum of multiple health domains including the human and veterinary medical and plant pathology communities with those of the wildlife and aquatic health and ecology communities. The IOM's Forum on Microbial Threats hosted a public workshop on December 13 and 14, 2011 that examined issues critical to the protection of the nation's food supply. The workshop explored existing knowledge and unanswered questions on the nature and extent of food-borne threats to health. Participants discussed the globalization of the U.S. food supply and the burden of illness associated with foodborne threats to health; considered the spectrum of food-borne threats as well as illustrative case studies; reviewed existing research, policies, and practices to prevent and mitigate foodborne threats; and, identified opportunities to reduce future threats to the nation's food supply through the use of a "One Health" approach to food safety. Global food prices have eased significantly from their record highs in the first part of 2008. As a worldwide economic downturn has gathered pace, commodity markets have weakened significantly. By October 2008, the UN Food and Agriculture Organization's Food Price Index stood at 164, the same level as in August 2007, and 25% lower than the Index's high of 219 in June 2008. However, this does not mean that policy-makers around the world can start to breathe a sigh of relief. For one thing, even at their somewhat diminished levels current prices remain acutely problematic for low-income import-dependent countries and for poor people all over the world. The World Bank estimates that higher food prices have increased the number of undernourished people by as much as 100 million from its pre-price-spike level of 850 million.
After steadily declining for over a decade, global hunger is on the rise again, while various forms of malnutrition coexist. Climate change is already exacerbating this grim picture, which is why food security and food production will be a major focus of the Intergovernmental Panel on Climate Change’s 6th Assessment Cycle. Thanks to the participation of 250 experts from all around the world, the International Symposium on Food Security and Nutrition in the Age of Climate Change highlighted the importance of food and agricultural systems in the fight against climate change and presented concrete multi-sector solutions to address this global issue. The event placed special emphasis on the regional realities of West Africa and the Canadian North, as well as to the presence of young people and members of Indigenous and Northern communities directly affected by these issues. Genetically engineered (GE) crops were first introduced commercially in the 1990s. After two decades of production, some groups and individuals remain critical of the technology based on their concerns about possible adverse effects on human health, the environment, and ethical considerations. At the same time, others are concerned that the technology is not reaching its potential to improve human health and the environment because of stringent regulations and reduced public funding to develop products offering more benefits to society. While the debate about these and other questions related to the genetic engineering techniques of the first 20 years goes on, emerging genetic-engineering technologies are adding new complexities to the conversation. Genetically Engineered Crops builds on previous related Academies reports published between 1987 and 2010 by undertaking a retrospective examination of the purported positive and adverse effects of GE crops and to anticipate what emerging genetic-engineering technologies hold for the future. This report indicates where there are uncertainties about the economic, agronomic, health, safety, or other impacts of GE crops and food, and makes recommendations to fill gaps in safety assessments, increase regulatory clarity, and improve innovations in and access to GE technology.
