The 1990s ended with the birth of the concept of European spatial planning, which became a unique catalyst of change in Europe and in EU member states and regions.This book examines both the evolution of territorial governance at a European and transnational level and how this new type of governance affects planning at the local and regional level. It not only brings together a number of papers written by academic scholars but also several reflective contributions by practitioners. As such, this book seeks to contribute to various theoretical and empirical discussions: the institutionalization of European policy and integration; the Europeanisation of policy and planning; multi-level and multi-actor policy making; the contested nature of the knowledge base of European territorial governance and the role of visualization in politics and planning.
Europeanization has become a major theme within European studies in recent years, emphasizing the domestic effects of the EU on its member and applicant states. At the same time, multilevel governance has emerged as an important concept, highlighting shifts both in horizontal relations between state and society and in vertical links between actors at different territorial levels. In this state-of-the-art study, Ian Bache traces the relationship between these two key elements, considering the extent to which Europeanization advances multilevel governance within member states through the requirements of EU cohesion policy. Bache focuses especially on Britain, a member state whose political system has been increasingly characterized by multilevel governance since it became an EU member. Comparing Britain's case to that of ten other member states, the author distinguishes between the EU's effects in simple polities--in which voice, influence, and power are diffused through multiple levels and modes of governance--and in compound polities, where voice, influence, and power are more concentrated. Bringing together the conceptual tools of multilevel governance and policy networks and developing a framework for using these tools together in future research, this clearly written study will be valuable for scholars and students of EU and British politics.
This book explores the interaction of the EU in Greece, Slovenia, Croatia, and Macedonia in three key policy sectors – cohesion, border managements and the environment – and assesses the degree to which the European Union’s engagement with the democracies of South East Europe has promoted Europeanization and Multi-Level Governance. Although there is a tendency to view the Balkans as peripheral, this book argues that South East European states are central to what the EU is and aspires to become, and goes to the heart of many of the key issues confronting the EU. It compares changing modes of governance in the three policy areas selected because they are contentious issues in domestic politics and have trans-boundary policy consequences, in which there is significant EU involvement. The book draws on over 100 interviews conducted to explore actor motivation, preferences and perceptions in the face of pressure to adapt from the EU and uses Social Network Analysis. Timely and informative, this book considers broader dilemmas of integration and enlargement at a time when the EU’s effectiveness is under close scrutiny. This book addresses the ‘bigger picture’ of local-European relations and adds a new dimension to existing studies on multilevel governance and the Europeanisation of local government. Drawing from a combination of European integration theories and operational approaches, it introduces the idea of an integration cycle in which local government responds to the top-down impact of the EU internally, horizontally and vertically. This volume presents a wide range of empirical examples to demonstrate how local authorities across Europe have changed their practices, orientation and preferences, and adapted their institutions and organisation. Not only do cities, towns and counties cooperate with each other across borders and through transnational networks and partnerships, but by mobilising formally and informally, local actors participate in and influence European governance and contribute to the future trajectories of European integration, thereby completing the integration cycle.
The high level Douro seminars are now a well-established tradition in the annual activities promoted by Hedda, a European consortium of nine centres and ins- tutes devoted to research on higher education, and CIPES, its Portuguese associated centre. At the seminars, each member of a small group of invited researchers presents and discusses an original research-based paper that is revised afterwards taking into account the comments of the participating colleagues. The revised papers form the basis for the annual thematic book published by Springer in the book series called Higher Education Dynamics (HEDY). Paying tribute to the regularity of the seminars, it was decided that the volumes originating from the initiative would be collected in a ‘series in the series’ called the Douro Series. Previous seminars were dedicated to in-depth analyses of different aspects of higher education systems and institutions, including institutional governance, the emergence of managerialism, markets as instruments of public policy, cost-sharing and accessibility of students to higher education and developments in quality assurance. The present volume aims at analysing the change process which the European university is undergoing as a consequence of European integration efforts. In the case of higher education, these have materialised, amongst other things, in the - plementation of the Bologna process, while the Lisbon summit also has important consequences for the university. In March 2000, the Lisbon European Council set the goal for the EU to become the most competitive and dynamic knowledge-based society in the world by 2010.

The link between rules and institutions suggests that governance of both the process of harmonisation and its outcome is necessary. This book covers various perspectives on the challenge of designing governance for EPL: the implications of a multi-level system in terms of competences, the interplay between market integration and regulation, the legitimacy of private law making, the importance of self-regulation, the usefulness of conflict of law rules, the role of intergovernmental institutions, and the aftermath of enlargement. This two-volume book, published open access, brings together leading scholars of constitutional law from twenty-nine European countries to revisit the role of national constitutions at a time when decision-making has increasingly shifted to the European and transnational level. It offers important insights into three areas. First, it explores how constitutions reflect the transfer of powers from domestic to European and global institutions. Secondly, it revisits substantive constitutional values, such as the protection of constitutional rights, the rule of law, democratic participation and constitutional review, along with constitutional court judgments that tackle the protection of these rights and values in the transnational context, e.g. with regard to the Data Retention Directive, the European Arrest Warrant, the ESM Treaty, and EU and IMF austerity measures. The responsiveness of the ECJ regarding the above rights and values, along with the standard of protection, is also assessed. Thirdly, challenges in the context of global governance in relation to judicial review, democratic control and accountability are examined. On a broader level, the contributors were also invited to reflect on what has increasingly been described as the erosion or ‘twilight’ of constitutionalism, or a shift to a thin version of the rule of law, democracy and judicial review in the context of Europeanisation and globalisation processes. The national reports are complemented by a separately published comparative study, which identifies a number of broader trends and challenges that are shared across several Member States and warrant wider discussion. The research for this publication and the comparative study were carried out within the framework of the ERC-funded project ‘The Role and Future of National Constitutions in European and Global Governance’. The book is aimed at scholars, researchers, judges and legal advisors working on the interface between national constitutional law and EU and transnational law.
