The European Union and the Arctic brings together academics from a range of disciplines to discuss the EU's potential roles in shaping Arctic governance. The book is divided into three parts. The first part examines the EU’s current Arctic policy framework. The second part focuses on the EU’s engagement with Arctic governance at the regional level and encompasses the EU’s engagement with the so-called Arctic Five (five coastal States of the Arctic Ocean), providing examples of some of those relationships. The third part takes a sectoral approach, analysing the EU’s potential contribution to regulation of key human activities in the Arctic, including shipping, fisheries, oil and gas operations, and marine mammals.

The Changing Arctic and the European Union provides a balanced and up-to-date overview of the multidimensional change taking place in the Arctic regions. Against this background, the role of the European Union regarding Arctic developments is considered, including the ongoing process of formulating an umbrella EU Arctic policy. In particular, the themes of climate change, maritime transport, fisheries, offshore oil and gas extraction, mining, land use and sociocultural change are discussed. The book comprises primarily an updated and expanded version of the report Strategic Assessment of Development of the Arctic: An assessment conducted for the European Union, produced for the European Commission. The report was to a great extent based on the interaction with Arctic stakeholders.
The report analyses the policy statements on Arctic issues released from 2010 by the EU institutions and the EU’s role-building in the Arctic political framework, notably the Arctic Council. It describes how the EU’s role in the Arctic is seen in strategies and policy papers of Member States, and reports on the EU’s relations with other Arctic actors, particularly indigenous peoples. It gives an overall view of the status of the main EU policies with relevance for the Arctic and identifies the main challenges the EU has to face for progressing to an integrated and coherent Arctic policy.
The Arctic region plays an important role in regulating the world’s climate and is also highly impacted by climate change, with average temperatures rising almost twice as fast as the rest of the world and sea ice melting much faster than previously predicted. These rapid changes will have significant impacts on human activity in the region and on the Arctic marine environment. This book draws on the results of the 2008-2009 Arctic TRANSFORM project, funded by the European Commission‘s Directorate General of External Relations, which engaged experts in a transatlantic discussion on the roles of the European Union and United States in light of the Arctic’s changing climate and political and legal complexities. . The book addresses the significant changes and developments in the marine Arctic, with descriptions and recommendations reflecting the current governance environment. A comprehensive overview of environmental governance and sustainable development in the Arctic is created. Chapters explore impacts and activities by sector, looking at fisheries, shipping, and offshore hydrocarbon in the Arctic, and at policy options and strategies for improving marine governance in the region. A particular focus is given to the roles of the European Union and United States and opportunities for cooperation to enhance Arctic environmental governance. .
Increased global interest in the Arctic poses challenges to contemporary international relations and many questions surround exactly why and how Arctic countries are asserting their influence and claims over their northern reaches and why and how non-Arctic states are turning their attention to the region. Despite the inescapable reality in the growth of interest in the Arctic, relatively little analysis on the international relations aspects of such interest has been done. EU membership provides member states with a new perception of their place in the world; their foreign policies very much influenced by their involvement in the politics of Brussels. Bringing together interconnected discussions to make explicit the complexity of the Arctic region, this book offers a legal discussion of the ongoing territorial disputes and challenges in order to frame their impact into the viability of different governance strategies that are available at the national, regional and international level. One of the intrinsic features of the region is the difficulty in the determination of boundaries, responsibilities and interests. Against this background, sovereignty issues are intertwined with environmental and geopolitical issues that ultimately affect global strategic balances and international trade and, at the same time, influence national approaches to basic rights and organizational schemes regarding the protection of indigenous peoples and inhabitants of the region.
